The Department of Education and Training of An Giang province has just issued a document to the People's Committees of communes, wards, special zones and heads of units under the Department, regarding the implementation of collections at the beginning of the 2025 - 2026 school year.
Accordingly, for tuition fees, tuition exemption, and study cost support, the 2025-2026 school year will not be implemented temporarily.
The provincial Department of Education and Training will complete the procedures and advise the People's Committee to submit to the People's Council a Resolution on tuition collection, exemption and support for learning costs, based on the Government's Decree and the Central Government's guidance in implementing Resolution 217/2025/QH15 of the National Assembly .
Collection and payment on behalf of others are clearly regulated: uniforms according to Circular 26/2009 of the Ministry of Education and Training ; health insurance according to Document 170 of An Giang Provincial Social Insurance, striving to achieve 100% student participation. Accident insurance is voluntary, the school is responsible for informing, absolutely not forcing parents.
For other revenues serving educational activities, the collection, management and use shall be implemented in accordance with Circular 16/2018 of the Ministry of Education and Training. The collection level of educational support services other than tuition fees is based on Resolution 05/2021, 23/2023 of the People's Council of Kien Giang province and Resolution 10/2025 of the People's Council of An Giang province.

The Department of Education and Training of An Giang province also noted that for exam papers, exam questions, study materials, semester test papers, classroom decorations... directly serving students, the school organizes the collection to ensure that the collection and payment are not different. For classroom purchases, the unit uses the school's budget or funding according to Circular No. 16/2018 of the Ministry of Education and Training.
Do not mobilize support to pay for teaching fees; directly related expenses for managers, teachers and staff; security and protection activities; fees for looking after students' means of transport; maintaining school hygiene...
For the Parents' Representative Board, the Department of Education and Training requires that only fees directly serving the Board's activities be collected in accordance with regulations.
Implement publicly, commit to the quality of education and training, conditions for quality assurance and financial revenue and expenditure according to Circular 09/2024 of the Ministry of Education and Training.
Local education management agencies need to coordinate with competent authorities to strengthen state management; have the responsibility to guide, conduct inspections, and apply sanctions to handle violations.
Strengthening the propaganda, dissemination and popularization of documents guiding the implementation of revenue and expenditure to educational institutions, educational management agencies, parents, parent-teacher representative boards and teachers. From there, carry out donations and support on a voluntary, public and transparent basis.
The provincial Department of Education and Training requested the People's Committees of communes, wards, and special zones to strengthen inspections and strictly handle cases of teachers pressuring students to collect illegal fees, or suggesting to buy unnecessary tools. In addition, the Department will continue to conduct regular and surprise inspections and strictly handle heads of educational institutions if violations occur.
