The Ministry of Education and Training has just announced the Draft Law on VocationalEducation (amended) to collect comments.
Some content omitted
In this draft, the draft law has omitted the objectives of vocational education (VET), classification of VET institutions; conditions for establishment, division, separation, merger, dissolution of VET institutions; regulations on establishment of school councils in VET institutions belonging to the armed forces; administrative procedures for establishing branches, registering additional VET activities; conditions for training cooperation with foreign countries, conditions for establishing representative offices, conditions for establishing accreditation organizations.
Draft Law on Vocational Education (amended) adds many new contents

The reason is because the contents have been stipulated in the Law on Education, the Law on Teachers and the Law on Civil Servants (authority to establish, divide, separate, merge and dissolve vocational education institutions; regulations of vocational education institutions; state management of vocational education; policies for teachers, students and pupils; goals of international cooperation in vocational education).
According to the Ministry of Education and Training, the above adjustment aims to ensure consistency between laws and decentralization of the Government to regulate investment conditions to create a basis for reducing investment conditions and administrative procedures to adapt to socio -economic development conditions and vocational education activities in each period.
The draft law also amends and completes the curriculum, qualifications and organization of vocational education activities; organizational structure of vocational education institutions; autonomy and accountability of vocational education institutions; lecturers, teachers, and vocational trainers; state financial policies for vocational education; finance and assets of vocational education institutions; and vocational education accreditation.
2 types of universities that offer multiple levels of education
According to the draft, university education institutions belonging to the armed forces and university education institutions training in specialized fields and professions in the arts will be allowed to participate in training at college and intermediate levels.
Other new contents added include recognition of learning outcomes and accumulated professional competencies; the role of enterprises in vocational education; lecturers and co-teachers; vocational education institution standards, training program standards, quality assurance system; and investment cooperation activities of Vietnamese vocational education institutions abroad.
In particular, the draft Law on Vocational Education (amended) supplements the vocational secondary school program integrating core knowledge of the high school program and vocational expertise for junior high school graduates.
The addition of the above regulations aims to institutionalize the State's policies and guidelines on training and developing human resources to serve the tasks of socio-economic development, providing human resources for spearhead economic sectors and key technical technologies; promoting a learning society and lifelong learning.
