Congress of the Party Committee of the Department of Culture and Sports of Hanoi City for the term 2025 - 2030:

On the morning of July 3, the Hanoi Department of Culture and Sports organized the Congress of Delegates for the 2025-2030 term with the theme "Building an advanced culture imbued with national identity - The driving force for national development in the new era - The era of the Vietnamese people's rise".

Overcoming difficulties to achieve results

Speaking at the opening of the Congress, Director of the Hanoi Department of Culture and Sports Bach Lien Huong said that the Congress of the Hanoi Department of Culture and Sports Party Committee for the 2025-2030 term took place at a time when the entire Party and people were striving to achieve achievements to celebrate the 95th anniversary of the founding of the Communist Party of Vietnam and the founding of the Hanoi City Party Committee, to celebrate the 50th anniversary of the liberation of the South, national reunification, and the 80th anniversary of the National Day of the Socialist Republic of Vietnam.

Reporting at the Congress, Deputy Director of the Hanoi Department of Culture and Sports Pham Xuan Tai said that in the period of 2020-2025, the world political situation has many new and complicated developments, especially the Covid-19 pandemic has affected all aspects of economic and social life globally, including Vietnam, Hanoi has also been deeply affected. In the process of implementing the Resolution, there were many difficulties and challenges, but basically it was favorable and achieved encouraging results.

Regarding the conservation and promotion of cultural heritage values, Hanoi has completed the inventory of relics, continuing to be the locality with the largest number of relics in the country with 6,489 relics. The city issued a resolution on public investment with a total of 579 projects to restore, embellish and promote the value of relics, with a budget of 14,029 billion VND.

Many relics have proactively researched and developed diverse and rich products. Typical examples include the launch and maintenance of night experience programs at Hoa Lo Prison (Sacred Night 2,3), Temple of Literature (Essence of Daoism Program) and Ngoc Son Temple (Ngoc Son - Mysterious Night Program)...

The movement "All people build a cultural life", focusing on building new rural areas, civilized urban areas, building cultural families, cultural villages, cultural residential groups, and culturally qualified agencies and units has many remarkable achievements. The building of a cultural environment in the family is focused on, associated with the implementation of the Family Code of Conduct. Festival activities take place solemnly, safely, economically and effectively. The city focuses on building and developing a system of grassroots cultural institutions through investment in building facilities. Currently, Hanoi has 5,266 cultural and sports institutions and facilities.

The implementation of the 2 Codes of Conduct continues to be carried out consistently; many activities to propagate the rules are organized in many forms such as drawing contests, photo contests, etc.

Regarding cultural and artistic activities, on average each year the Department of Culture and Sports advises on organizing 7-10 festivals and mass art competitions. On average each year, the city's theaters stage 18 new plays, performing over 3,000 shows; successfully organizing many activities: "Hanoi's Voice" Competition, the 5th Capital Theater Festival; the 6th and 7th Hanoi International Film Festivals (HANIFF VI, VII), the 2022 International Circus Festival, etc.

Regarding the development of physical education and sports, Hanoi focuses on promoting physical education and sports for everyone, improving the physical and mental health, stature and longevity of the people of the capital, especially the young generation. High-performance sports maintain their leading position, typically at the 31st SEA Games, the Hanoi Sports Delegation achieved impressive results, exceeding the set target with the achievement of 151 medals of all kinds (62 gold medals, 35 silver medals, 54 bronze medals), accounting for 30.24% of the total number of medals of the Vietnam Sports Delegation...

Building on the achievements, the presentations at the Congress also acknowledged the limitations and shortcomings, thereby proposing practical solutions to contribute to the development of culture and sports in the new era, making Hanoi a cultural and sports center of the whole country.

Shifting administrative management thinking to creation

Directing at the Congress, Permanent Vice Chairman of Hanoi People's Committee Le Hong Son highly appreciated the leadership and direction of the Department of Culture and Sports in the past time. At the same time, comrade Le Hong Son also assessed the opportunities and challenges of the Culture and Sports sector in the new era. With the innovation in current management work, the Law on the Capital coming into life, Hanoi is facing advantages and many conditions to promote cultural development, turning existing cultural resources into the driving force for Hanoi's socio-economic development, making Hanoi become the cultural industrial center of the region.

Frankly acknowledging the shortcomings of the Capital's Culture and Sports sector, comrade Le Hong Son said that one of the biggest "bottlenecks" is that cultural management thinking is still heavily administrative, lacking market, creativity, and integration. Many cultural and sports resources have not been developed commensurate with their potential. Therefore, to develop culture and turn culture into a driving force for socio-economic development, the most important thing is to change management thinking.

From the above assessment, Permanent Vice Chairman of Hanoi People's Committee Le Hong Son proposed groups of solutions on management work. That is, it is necessary to change from administrative management thinking to creation and companionship. Hanoi Department of Culture and Sports needs to identify culture as a resource for sustainable development, a spearhead of socio-economic development. In which, the State plays a role in creating an environment for creative organizations; shifting from subsidized management thinking to socialization and market, encouraging public-private partnership, enhancing creative cooperation, and promoting support for creative cultural enterprises.

In addition, the Culture and Sports sector needs to shift from a management mindset of maintaining stability to one of being creative and pioneering; shift from a closed management mindset to one of being open and integrated; accept artistic experimentation, create new creative spaces, encourage creative thinking in management, and implement new policies.

Comrade Le Hong Son also noted that the Department of Culture and Sports of the Capital needs to strengthen cooperation with international organizations and world creative networks; support artists to bring their creations to the international market. Management work must ensure publicity and transparency; promote the application of digital technology in management work.

“Changing the mindset of cultural management in the capital is not just the task of a few individuals or a few units, but in essence, a comprehensive transformation from a management model to a service and creation model; from an administrative model to a creative model; from a subsidized model to a market mechanism,” emphasized comrade Le Hong Son.

In addition to presenting solutions for management, Permanent Vice Chairman of the Hanoi People's Committee Le Hong Son also noted issues related to the work of building and developing a team of qualified, technologically knowledgeable and capable staff. The Department of Culture and Sports needs to organize training, discover, nurture and use young talents in a practical and effective manner; establish funds for cultural and artistic talents to promptly support and nurture talents.

The Congress of Delegates for the 2025-2030 term of the Hanoi Department of Culture and Sports elected 14 comrades with sufficient qualities and capacity to the Party Executive Committee of the agency for the 2025-2030 term.
