Announce the Decisions of the Chairman of the Provincial People's Committee on receiving agencies under the management of the Ha Giang Provincial People's Committee to the Tuyen Quang Provincial People's Committee, including: Foreign Capital Project Management Board; Provincial Construction Project Management Board; Provincial Economic Zone Management Board; Land Fund Development Center; Technical and Technology Vocational College. Announce the decisions on receiving and appointing the positions of Heads of 19 departments, branches and units under the Provincial People's Committee.
Speaking at the conference, Chairman of the Provincial People's Committee Phan Huy Ngoc emphasized: This is an important milestone, demonstrating a strong transformation in the organization of the administrative apparatus, aiming at the goal of streamlining, efficiency, effectiveness and efficiency in accordance with the policies of the Party, the State and the direction of the Central Government. The process of merging provinces and reorganizing provincial-level professional agencies is a task that requires close, drastic and synchronous coordination between levels and sectors. |

The Chairman of the Provincial People's Committee requested the directors of departments and branches to urgently stabilize the organizational structure, departments and affiliated units; arrange cadres, civil servants and public employees in agencies and units in a streamlined and efficient manner, suitable to job positions and cadres' capacities. Focus on building working regulations, clearly assigning tasks, avoiding overlap, ensuring smooth operations right from the first days after establishment; assigning specific and clear tasks and responsibilities of each department and branch leader for the assigned fields.
Strengthen the decentralization of authority to deputies who are more fully responsible to meet the requirements of assigned tasks in the new situation. Continue to review, inherit, and promote good results and experiences from departments before the merger; at the same time, boldly innovate, create, and improve management and operation processes.
Comrade Phan Huy Ngoc requested that directors of departments and branches must be truly exemplary, maintain discipline, administrative discipline, build internal solidarity, responsibility and proactively coordinate closely with agencies and units in the political system. Be responsible to the Chairman, Vice Chairmen of the Provincial People's Committee and the Standing Committee of the Provincial Party Committee for the activities of their agencies and units.
