Education adapts to new government model

The organization of two-level local government poses new requirements in adjusting and rearranging the system of educational institutions appropriately and effectively; at the same time, ensuring requirements on facilities, equipment, and teaching staff when a large number of students move with their parents to the provincial center. To facilitate students transferring schools, the Department of Education and Training (DoET) has promptly and proactively implemented solutions to receive students, ensuring smooth operating conditions in the new school year.

Bring schools under commune management

Currently, the province has over 1,260 educational institutions with nearly 17,300 groups/classes, serving nearly 500,000 students. According to the guidance of the Ministry of Education and Training and the Ministry of Home Affairs, to ensure the maintenance of educational quality during the transition to a two-level government model, kindergartens, primary schools and secondary schools will continue to be maintained and managed by commune-level authorities. In particular, vocational education and continuing education centers previously under the district People's Committee will be transferred to the Department of Education and Training for management and reorganized into inter-commune and ward clusters to improve operational efficiency and avoid spreading resources. In addition to maintaining the network of schools, the issue of teacher staffing is a major challenge when teacher shortages occur in many localities. To overcome this, the Department of Education and Training will coordinate with the People's Committees of communes to continue reviewing and developing plans to recruit teachers in accordance with regulations, ensuring quotas and job positions. After the merger, the communes proactively assessed the current status of the team and class size, thereby adjusting teachers reasonably and flexibly, arranging inter-school and inter-level teaching to make the most of existing human resources. The education sector focused on forecasting the size of students by age, developing a plan to train a team of qualified teachers according to the 2019 Education Law. Placing orders with teacher training institutions to supplement high-quality human resources, suitable to the practical needs of each locality is being promoted.

Comrade Luu Thi Lan Huong, Chairman of Binh Ca Commune People's Committee said: "After the merger, the commune manages 9 schools at all 3 levels: Kindergarten, primary and secondary school. After the Commune People's Council issues important resolutions, including in the field ofeducation , the locality will review the facilities, equipment, teaching staff and teaching quality of each facility. From there, there will be specific instructions on the school year's tasks, the adjustment of teachers between schools will be implemented flexibly, at the same time focusing on investing in repairing and upgrading schools and classrooms, ensuring conditions for the new school year, gradually improving the quality of education".

Create conditions to receive students to the province

One issue that is currently being raised is the reception and arrangement of schools and classrooms for students who move with their parents to the provincial center to study. According to the Department of Education and Training, up to now, there are 508 students registered to transfer to the provincial center, of which 113 are preschool students, 208 are primary school students, 136 are junior high school students, 50 are high school students and 1 is continuing education student.

Based on the registration list, the Department of Education and Training has reviewed, prepared necessary conditions, arranged and allocated students for admission to ensure that it is suitable for resources and wishes; at the same time, it supports parents in carrying out admission procedures for their children conveniently and promptly, simplifies administrative procedures, saves time and travel for students and parents in contacting and carrying out admission procedures. Schools receive applications and process transfer procedures for students as soon as they receive requests from parents and guardians, with special priority given before the start of the new school year 2025 - 2026 and the beginning of the first semester of the school year 2025 - 2026 to ensure stable learning for students. Schools have reviewed their facilities, the number of students they can accept, the number of classrooms that can be increased, the number of teachers lacking, and the number of desks and chairs that need to be added, from which they have made timely recommendations and proposals to build more, upgrade, and repair, ensuring that tasks can be carried out as soon as the new school year begins.

Teacher Nguyen Thi Thuy Hong, Principal of Tan Trao Kindergarten, Minh Xuan Ward, said: “In the 2025-2026 school year, Tan Trao Kindergarten has more than 430 students. With the current facilities, the school is expected to be able to receive 50 more students who move to the provincial center with their parents. Because there are not enough conditions to open new classes, the school has proactively come up with plans, assigning students to class groups, ensuring conditions for receiving students and organizing teaching and learning according to regulations.”

Deputy Director of the Department of Education and Training Vu Thi Kim Chung affirmed: Implementing a two-level local government will have changes in state management of education, especially when many students move to the provincial center with their parents, raising issues about the arrangement and arrangement of facilities, teaching staff, and procedures for receiving students. Based on the Ministry's guiding documents and the direction of the Provincial People's Committee and practical requirements, the Education sector will continue to provide timely advice on educational management, ensuring that there are no gaps or interruptions in tasks, especially now when educational institutions are entering the enrollment season and preparing for the new school year.

With proactive leadership, flexible implementation, and consensus from the grassroots, the Education sector of Tuyen Quang province is gradually adapting to the new government model, creating a premise to improve the quality of comprehensive education.
