The event was chaired by Minister of Justice Nguyen Hai Ninh, with the participation of leaders of central agencies, units of the judiciary, court, prosecutor, police and defense sectors, and a large number of civil servants from the THADS sector across the country.
According to the newly announced model, at the Central level, the THADS Management Department consists of 7 specialized units, organized in a streamlined, specialized and modern manner.
At the local level, the THADS system is organized at one level, with 34 THADS agencies at the provincial and municipal levels, including 355 regional THADS offices (replacing the old model with district-level branches).
The provincial THADS agency assumes the role of direct and comprehensive direction in both personnel organization and operations in the area, helping to promptly handle difficulties and problems arising in practice, especially for the activities of enforcement officers.
At the same time, the new model clearly separates administrative and professional management functions. The leaders of the regional THADS Department no longer perform the tasks of managing finances, assets and issuing enforcement decisions, thereby creating conditions to focus on directing professional activities and minimizing errors due to limitations in previous management capacity.
Organizing the apparatus in a new direction also helps shorten the business process, eliminate the mechanism of delegation between regions within the same province, thereby improving the speed and efficiency of execution. Along with that, concentrating the focal point of financial and asset management at the provincial level not only increases the effectiveness of inspection and supervision but is also an effective measure to prevent and combat corruption and negativity.
An important part of the ceremony was the implementation report and the launching of the electronic receipt software. This is a technological solution developed under the direction of the Ministry of Justice and implemented in coordination with FPT Corporation.
The electronic receipt software is deployed based on the orientation of Resolution No. 57-NQ/TW and Resolution No. 71/NQ-CP, identifying digital transformation as a breakthrough solution in the context of reorganizing the THADS system according to a one-level model at the local level to ensure no inconvenience, creating the most favorable conditions for people when exercising their rights and obligations in relations with THADS agencies.
