Decentralized administrative procedures, currently very new to localities, suggest training for public staff, telecommunications enterprises to guide commune levels, and assign people to support departments and branches. The public announcement of the list of administrative procedures has been completed, but due to the fast and urgent time, errors are inevitable, and timely adjustments are needed during operation to complete. Telecommunications units that are providing connection lines for departments, branches, and localities need to increase broadband, because 2-3 communes merged into one, 2-3 provinces merged into one will need double or triple the configuration to ensure operation.

Also at the meeting, many provinces and cities affirmed that they have prepared information technology platforms and administrative procedures to serve the two-level government model operating from tomorrow (July 1), ensuring that they do not affect the direction and administration activities and services for people and businesses. Information systems and digital platforms are ready to connect data, unify between merged provinces, between merged communes, and between the provincial and commune levels, between the newly merged province and the national shared system; at the same time, they pointed out difficulties and problems, such as decentralization to the commune level, requiring training, appropriate human resource arrangement, and prioritizing funding sources for disadvantaged and mountainous areas to ensure digital infrastructure and equipment to serve the people.

Concluding the meeting, Deputy Prime Minister Nguyen Chi Dung highly appreciated the responsible participation of ministries, branches, localities, and telecommunications corporations. However, we must not be negligent because this is a job that has never been done before, so it is impossible to foresee and avoid difficulties. We need to focus on ensuring the smooth and effective operation of local governments at two levels from July 1, avoiding congestion and interruptions that affect public service activities, handling administrative procedures, and providing online public services to people and businesses; promptly remove difficulties and obstacles, and immediately fix any problems if any.

The Deputy Prime Minister directed the People's Committees of provinces and cities to continue reviewing, promptly adjusting and perfecting regulations and rules; coordinate with the Ministry of Science and Technology and technology enterprises to arrange sufficient infrastructure and technological equipment to exploit, use and operate information technology systems stably, smoothly and safely; closely coordinate with the Ministry of Public Security and service providers to ensure information security and network security for information technology systems and terminal devices; establish standing teams to monitor, respond to and fix incidents; have plans to back up and reserve historical data of information systems and databases, ensuring readiness to restore when necessary...
The Ministry of Finance is responsible for directing relevant units to urgently complete the issuance of tax codes and budget relationship codes according to regulations for localities, to be completed by June 30; issue circulars and documents with specific instructions on financial and budget mechanisms, public investment procedures and public asset procurement for newly established and merged administrative units; propose policies and mechanisms to support communes in remote, isolated and island areas to overcome the situation of wave depression and lack of equipment to serve the work of implementing a two-level government.
On the telecommunications side, continue to arrange personnel to directly support civil servants and people using the systems before and after July 1.
Propose that the Ministry of Public Security and the Ministry of Science and Technology establish working groups to go to each locality to conduct surprise inspections immediately after tomorrow to ensure the system is running smoothly and effectively, best serving the people.
