Ho Chi Minh City and the French Republic: Strengthening the Comprehensive Strategic Partnership

Speaking at the 236th Anniversary of the French National Day (July 14, 1789 - July 14, 2025), Ms. Emmanuelle Pavillon-Grosser - Consul General of France in Ho Chi Minh City (HCMC) highly appreciated the strong development of the Vietnam - France Strategic Partnership with HCMC as a pioneering, dynamic and effective locality in bilateral cooperation activities.

French Consul General Emmanuelle Pavillon-Grosser also expressed her deep gratitude to the Ho Chi Minh City government for actively supporting French cultural, economic and investment projects in the locality in recent times.

She emphasized that 2024 is an important milestone with the official visit to France by General Secretary To Lam, and 2025 is even more special when President Emmanuel Macron also pays a State visit to Vietnam. These high-level visits not only demonstrate political trust but also open up prospects for extensive strategic cooperation in areas such as defense, aviation, railways, health care and energy between the two countries.

In addition, Prime Minister Pham Minh Chinh 's visit to France to attend the third United Nations Ocean Conference contributed to deepening strategic dialogue and demonstrating the consensus between the two countries on global issues such as sustainable development and environmental protection.

Ms. Emmanuelle Pavillon-Grosser also affirmed that France will continue to accompany Ho Chi Minh City in priority areas such as sustainable urban development, digital transformation, clean energy, as well as climate change response.

On behalf of the local government, Vice Chairman of the Ho Chi Minh City People's Committee Nguyen Loc Ha congratulated and affirmed his commitment to continue to strongly develop the close friendship between Vietnam and France in general, as well as the deep cooperative relationship between Ho Chi Minh City and French localities in particular.

Mr. Nguyen Loc Ha emphasized the historical significance of July 14, a symbol of the aspirations for Freedom, Equality, and Fraternity not only of the French people but also spread to the whole world. In Vietnam, this is an opportunity to look back on the journey of developing bilateral relations, while honoring the common human values that the two nations pursue.

“Vietnam-France relations are built on the foundation of deep historical, cultural and people-to-people exchanges, which have been continuously consolidated and developed over more than half a century. In particular, since October 2024, when the two countries officially established a Comprehensive Strategic Partnership, bilateral cooperation has entered a new phase, deeper and more substantial in many fields: from politics - diplomacy, economics - trade, health, education to science - technology and culture”, the Vice Chairman of Ho Chi Minh City emphasized.

Vice Chairman Nguyen Loc Ha also said that, as the economic locomotive of the country, Ho Chi Minh City has always been a pioneer in promoting cooperation with France. In 2024, the bilateral trade turnover between Ho Chi Minh City and France reached more than 950 million USD. Currently, there are 40 representative offices of French enterprises operating in the locality with a total registered capital of nearly 330 million USD, making France one of the major investors in Ho Chi Minh City, ranking 17th out of 129 countries and territories.

In addition, in the new development phase, especially after the urban space of Ho Chi Minh City was expanded through the merger of Binh Duong and Ba Ria - Vung Tau provinces, many strategic cooperation opportunities have been and are being opened for businesses of the two countries.

Vice Chairman Nguyen Loc Ha affirmed that not only stopping at economic projects or infrastructure development, the French cultural imprint in Ho Chi Minh City is also increasingly evident. Activities such as the artistic lighting of the City People's Committee headquarters on the occasion of April 30, 2025, international film events, or regular activities of the French Institute in Vietnam... have contributed to enriching spiritual life, connecting the community and strengthening the friendly relations between the two sides on the basis of cultural exchange.

On behalf of the city government, Vice Chairman Nguyen Loc Ha also pledged to accompany and create all favorable conditions in terms of institutions, policies and investment environment, in the spirit of "harmonious benefits, shared risks", so that cooperation initiatives can soon come into reality and promote sustainable effectiveness.
