
Great recruitment needs
According to statistics from the Hai Phong Center for Employment Services and Nursing for Meritorious People, from the beginning of the year to June 15, 430 businesses registered to participate in job exchanges organized by this center, with a need to recruit more than 101,000 workers, an increase of 22% over the same period in 2024. Of which, the number of workers without qualifications is about 90,000 people. Some industries and occupations are in need of a large number of workers such as: garment, mechanics, manufacturing, electricity, electronics, logistics... This shows that the labor recruitment market in Hai Phong is quite vibrant, not only in terms of the high number of recruitments, but also in terms of diverse job positions.
According to Ms. Nguyen Thi Thanh, Head of the Department of Consulting, Job Introduction and Vocational Training (Hai Phong Center for Employment Services and Nursing for Meritorious People), the center proactively sent open letters, connected, organized online job transactions, and live-streamed interviews between businesses and employees. Thereby, introducing jobs to nearly 60,000 employees, accounting for about 60% of recruitment needs.
The number of domestic and foreign enterprises investing in Hai Phong is increasing, while the local human resources are not enough to meet the demand. The merger with Hai Duong will open up job opportunities for workers, with better salaries and incomes. Thereby, it will also limit the "bleeding" of labor resources to other provinces and cities.

The western region of Hai Phong has an abundant labor force of nearly 1 million people. In recent years, this region has implemented many preferential policies, supporting training and improving the quality of labor resources. The merger has created great conditions and opportunities for workers living in the western region of Hai Phong to access the potential labor market in the East with many large corporations investing such as: LG, Pegatron, USI, Bridgestone, Vinfast ... Currently, many businesses are adjusting their recruitment strategies, linking training with educational institutions in the new Hai Phong city to proactively adapt to the merged labor market.
With a synchronously developed transport infrastructure system, the geographical distance between the industrial and service development poles in the West and East of Hai Phong has been significantly shortened. This creates favorable conditions for the exchange of labor resources between the two localities.
On the other hand, when the demand for recruitment increases, businesses need to have good policies to attract and retain workers. The competition in terms of benefits among businesses will help workers increase their income, contribute to improving their lives, and ensure local social security.
Mr. Nguyen Minh Phuong (26 years old), from Vinh Lai commune, is currently working at VinFast Production and Trading Joint Stock Company (Dinh Vu - Cat Hai economic zone). Because he lives far away, he and 40 colleagues in the western area of Hai Phong are supported by the company with daily shuttle buses. Mr. Phuong said that VinFast has a good working environment and high welfare regime, so many workers in the western area of Hai Phong come to work. Each shift will last from 8 to 12 hours. Because Hai Phong is region 1, the company's salary is quite high, ranging from 11 to 20 million VND/month. In addition, workers also receive allowances, bonuses on holidays, Tet, etc.
Adapt in time
The merger and arrangement of administrative units directly affects the labor market, requiring workers to proactively adapt. Mr. Nguyen Tuyen Huan, Director of Vietnam Human Resources Supply and Training Joint Stock Company, assessed that Hai Duong and the old Hai Phong both have abundant labor resources, but the number of untrained workers still accounts for the majority. In addition, the general labor market information system is still not synchronized, causing the connection between supply and demand to be out of sync. The formation of inter-regional industrial centers after the merger requires a professional human resource management team with the ability to work in a variety of ways. However, this has always been a weakness of small and medium-sized enterprises. Therefore, small and medium-sized enterprises need to have appropriate incentive strategies to ensure an advantage in recruitment competition.

Currently, the labor force of Hai Phong City is just entering its golden period. If there is no timely solution, the aging population will negatively impact the labor market in the future. In the immediate future, while the new government stabilizes the apparatus, workers must proactively improve their qualifications and professional skills to meet the recruitment needs of large corporations. Workers who cannot adapt quickly, lack soft skills, foreign languages or are slow to update technology are likely to be eliminated or fall into a state of substandard work.
Currently, the process of merging provinces leads to the restructuring of administrative agencies, reducing the number of intermediary units and streamlining the payroll. This means that a significant number of cadres, civil servants and workers from the public sector are moving to find jobs in the private sector.
Mr. Pham Trung Phong, Head of the Management Board of Cong Hoa Industrial Park (Tran Hung Dao Ward) said that workers leaving the public sector are a potential source of labor for the private sector. Because they are well-trained, skilled and have a firm grasp of relevant laws and policies. However, attracting this source of labor is not easy if businesses do not have appropriate incentives and policies.
The merger of Hai Duong and Hai Phong opens up a great opportunity to form a large, modern labor market, meeting the requirements of industrial and service development. However, along with that are challenges in terms of job competition, human resource quality and intra-regional labor mobility. To make the most of the opportunity, there needs to be closer coordination between the government, businesses and training institutions in planning and labor managing resources effectively, with a more long-term and sustainable strategy.
