The Ministry of Finance has paid nearly 30 trillion VND to workers on leave under Decree 178.

To implement the policy of streamlining the apparatus and ensuring benefits for cadres, civil servants and public employees who have resigned due to organizational restructuring, by June 30, 2025, the Ministry of Finance had paid about VND 29.8 trillion to about 27.9 thousand retired cadres.

Based on the synthesis of reports from ministries, central agencies and localities with requests, the Ministry of Finance has compiled and submitted to the Government and the Prime Minister for consideration and handling, supplementing from the central budget 61,461 billion VND to pay for the subjects. Of which, 31 ministries and central agencies are 52,308 billion VND, 22 localities are supported with 9,153 billion VND.

According to data from the State Treasury, as of June 30, 2025, the Ministry of Finance has paid about VND 29.8 trillion in benefits to civil servants who quit their jobs due to organizational restructuring, of which about VND 7.6 trillion is for officials working at central agencies and about VND 22.2 trillion is for officials at local levels.

The number of people receiving benefits changes every day and every hour depending on decisions on leave, time of leave and payment costs.

Along with that, about 27.9 thousand people have been paid leave policies due to organizational restructuring, of which about 7 thousand people work at central agencies and about 20.9 thousand people at localities.

Discussing the issue of ensuring resources, Deputy Director of the State Budget Department (Ministry of Finance) Duong Tien Dung said that recently, implementing regulations on restructuring and streamlining the apparatus, the Ministry of Finance, based on Decree No. 178/2024/ND-CP of the Government, issued Circular No. 07/2025/TT-BTC and Circular 34/2025/TT-BTC guiding the determination of funding sources and the preparation of estimates, management, use and settlement of funds for implementing policies prescribed in Decree 178/2024/ND-CP on policies and regimes for cadres, civil servants, public employees, workers and armed forces in restructuring the apparatus of the political system.

According to the Deputy Director of the State Budget Department, during the implementation process, the Ministry of Finance has also issued documents urging and guiding ministries, central agencies and localities to organize the implementation, in which thoroughly grasping the spirit of fully and promptly paying policies and regimes to beneficiaries according to regulations and absolutely not allowing delays due to objective and subjective reasons. For localities, proactively use local salary reform funds to pay policies and regimes to beneficiaries; in case of shortage, report to the Ministry of Finance to submit to the Government and the Prime Minister for consideration of supplementing from the central budget.

“The consistent direction from the Government and the Ministry of Finance is to ensure that there is no shortage of funds to pay benefits and to ensure that benefits for officials are in accordance with regulations. Funds have been fully allocated, and payments depend on the progress of each unit,” said Mr. Duong Tien Dung.
