On July 3, the Office of the President held a press conference to announce the President's Order on laws and ordinances passed by the 15th National Assembly.
At the press conference, Lieutenant General Thai Dai Ngoc, Deputy Chief of the General Staff of the Vietnam People's Army (VPA), introduced the highlights of the Law amending and supplementing a number of articles of 11 laws on military and national defense.

The Law on National Defense has added the determination of building regional defenses, building communes as the foundation for local defense; the authority of the Provincial People's Committee to declare a curfew in one or several commune-level localities; the Commune People's Committee to declare a curfew in one or several areas under its management.
Law on Officers of the Vietnam People's Army, Lieutenant General Thai Dai Ngoc said that the law abolishes some positions of Commander, Political Commissar of the Provincial Border Guard Command, Deputy Commander, Deputy Political Commissar of the Provincial Border Guard Command and positions of the District Military Command. The law adds the responsibility of the Provincial Chairman to decide to call for training and active service for reserve officers; train and inspect mobilization readiness and combat readiness for reserve cadres, civil servants and non-commissioned officers.
Regarding the Law on People's Air Defense, Lieutenant General Thai Dai Ngoc said that the law transfers responsibility from the Commander of the District Military Command to the Commander of the Regional Defense Command in directing and implementing tasks on people's air defense. In addition, the duties of the Commander of the Regional Defense Command and the Commander of the Commune Military Command are added in suppressing and temporarily detaining drones and other flying vehicles in the management area.
With the Law on Military Service, the law stipulates the transfer of authority from the district level to the provincial level in establishing the Military Service Health Examination Council; deciding on the list of citizens called for military service, performing the obligation to join the People's Public Security, postponing or exempting military service; citizens who have completed their military service; and handling over troops to units.
The Law also transfers authority from the district level to the commune level for health checks of non-commissioned officers and reserve soldiers; decide to call up each citizen; Registering for initial military service, preliminary selection and health examination, calling for military service and performing the obligation to join the people's police.
Transfer authority from the district-level command to the regional defense command to decide to remove from the registration list, release from the quota and organize the military handover ceremony, receive and hand over non-commissioned officers and soldiers who have completed their service.
Every January, the Commander of the Commune-level Military Command, the head or legal representative of the agency or organization shall report to the Chairman of the Commune-level People's Committee the list of male citizens who are 17 years old in the year and male citizens of military service age who have not registered for military service.
Every April, the Commune Chairman decides to call citizens to register for military service for the first time. Citizens must register for military service for the first time online or in person at the military service registration agency.
The provincial chairman decides to assign the number of citizens called up for military service and to perform the obligation to join the people's police to the commune-level locality; decide on the list of citizens called up for military service and to perform the obligation to join the people's police upon the proposal of the provincial military service council.
The law also stipulates that the Commune Chairman shall decide to establish a health screening team upon the request of the health facility at the same level. The Provincial People's Committee Chairman shall decide to establish a regional health examination council upon the request of the Department of Health. The Provincial Chairman shall decide to postpone or exempt from military service for citizens specified in Article 41 of the Law on Military Service.
The law comes into effect from July 1, 2025.
Eleven laws on military and national defense were amended, including: Law on National Defense; Law on Officers of the Vietnam People's Army; Law on Professional Soldiers, Workers and National Defense Officials; Law on Military Service; Law on Vietnam Border Guard; Law on People's Air Defense; Law on Reserve Forces; Law on Civil Defense; Law on Management and Protection of National Defense Works and Military Zones; Law on Militia and Self-Defense Forces; Law on National Defense and Security Education (Law Project).
