The National Assembly passed 34 laws and 14 resolutions.
Speaking at the closing ceremony of the 9th session, National Assembly Chairman Tran Thanh Man affirmed that at this session, the National Assembly reviewed, commented on and decided on a very large volume of work of historical significance, with many important contents, closely linked to the requirements of innovation, institutional improvement, and streamlining of the apparatus, which were followed by voters and the people with excitement, expectation and high consensus.
National Assembly Chairman Tran Thanh Man said that at the 9th Session, the National Assembly passed 34 laws, accounting for 52.3% of the total number of laws issued at the 17 sessions of the 15th tenure.

This is the session with the largest volume of legislative content ever; the spirit of "running and lining up at the same time" still ensures order, caution, discipline, compliance with legal regulations and efficiency.
"The National Assembly passed 34 laws, accounting for 52.3% of the total number of laws issued at 17 sessions of the 15th tenure; the National Assembly also passed 14 legal resolutions and commented on 6 draft laws. Most of the laws and resolutions passed achieved a very high consensus of the National Assembly deputies," the National Assembly Chairman cited data.
In particular, the National Assembly discussed and passed the Resolution amending and supplementing a number of articles of the Constitution with the absolute consensus of the National Assembly deputies, along with many synchronous laws and resolutions, creating a legal basis for innovation and arrangement of the two-level local government apparatus.
Assessing the 9th session, National Assembly Delegate Nguyen Ngoc Son (Hai Duong Delegation) affirmed: “The 9th session of the 15th National Assembly marked a fundamental shift from quantity to quality. Not only the Government but also the National Assembly worked day and night. The session discussed many new and unprecedented issues such as the Law on Digital Technology Industry, the implementation of Resolution 57 or the private economy.
“The completion of the institutions at the 9th Session has partially removed the institutional bottlenecks, as General Secretary To Lam mentioned. This is an immediate step to put the policy into practice, implementing the spirit of institutional and scientific breakthroughs. The goal is to help the economy reach 8% in 2025 and create the premise for double-digit growth in the following years,” said delegate Nguyen Ngoc Son.
Through Resolution on the arrangement of provincial administrative units
At the press conference on the morning of June 27 announcing the results of the 9th Session, Mr. Vu Minh Tuan, Deputy Head of the National Assembly Office, said that the session had completed the entire proposed program with a spirit of innovation, responsibility and high determination.
General Secretary To Lam, President Luong Cuong, Prime Minister Pham Minh Chinh and National Assembly deputies pressed the button to pass the Law on Organization of Local Government (amended) at the 9th Session.
The most important highlight of the session was the National Assembly's approval of the Resolution amending and supplementing 5/120 articles of the Constitution. This is a solid constitutional basis for streamlining the organizational apparatus and perfecting the two-level local government model.
To materialize this policy, the National Assembly passed a Resolution on the arrangement of provincial-level administrative units. After the arrangement, the country will have 34 provincial-level administrative units (a reduction of 29 provinces) and 3,321 commune-level administrative units (a reduction of 6,714 units).
To ensure the smooth operation of the new model, the National Assembly passed 14 laws and 2 thematic resolutions, synchronously amending regulations on local government organization, budget, civil servants, and procedural laws... ensuring that the rights of people and businesses are not affected.
With the aim of removing bottlenecks and creating new momentum for growth, the National Assembly has issued breakthrough resolutions. Notably, the Resolution on special mechanisms and policies to create breakthroughs in law making and enforcement and the Resolution on special mechanisms and policies to develop the private economy.
In addition, the adoption of the Resolution on the International Financial Center in Vietnam and important laws (such as the Law on Digital Technology Industry; Law on Science, Technology and Innovation, Law on Atomic Energy, etc.) is expected to create new development space, helping Vietnam participate more deeply in the global value chain and catch up with the world's development trends.

Along with that, many social security policies and solutions to remove difficulties for production and business were also resolved, such as reducing value added tax, exempting agricultural land use tax, exempting tuition fees for preschool children and high school students...
In addition, the National Assembly also approved the investment policy for key infrastructure projects such as the Quy Nhon-Pleiku Expressway and Ho Chi Minh City Ring Road 4; and questioned the Minister of Finance and the Minister of Education and Training, demonstrating an effective supreme supervisory role.
Emphasizing the amendment of the Law on Organization of Local Government and the Law on Promulgation of Legal Documents, delegate Nguyen Ngoc Son (Hai Duong Delegation) said that the law should be amended to transfer the correct authority and role, in accordance with the spirit of decentralization and delegation of power: "What is under the authority of the National Assembly, the National Assembly will give its opinion, what is under the Government, the Government will decide". This is also a notable new point, when the way of making laws has changed.
"Change from the National Assembly examining, accepting, explaining, and pressing the approval button to the Government explaining, accepting, and the National Assembly only approving," said Mr. Son.
Important personnel decisions
At the 9th session, the National Assembly decided on important issues regarding organization and personnel.
The National Assembly passed a resolution to shorten the term of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term, and set the election date for the 16th National Assembly and People's Councils at all levels for the 2026-2031 term (Sunday, March 15, 2026). The National Assembly established the National Election Council chaired by National Assembly Chairman Tran Thanh Man.

Regarding personnel work, the National Assembly decided that the number of members of the Standing Committee of the 15th National Assembly is 20 people.
The National Assembly considered and decided to dismiss Mr. Y Thanh Ha Nie Kdam from the position of Member of the Standing Committee of the 15th National Assembly, Chairman of the National Assembly's Ethnic Council for the 15th National Assembly term to take on other duties, elect Mr. Lam Van Man and Mr. Hoang Duy Chinh as members of the Standing Committee of the 15th National Assembly, and elect Chairman of the National Assembly.
National Assembly Chairman Tran Thanh Man affirmed: "These are important decisions, demonstrating proactiveness and careful preparation for the election in March 2026."

In addition, the National Assembly Chairman assessed: "The 9th session is an important milestone in the constitutional and legislative history of the 15th National Assembly. The spirit of the Dien Hong Conference in the past has been demonstrated at the Dien Hong Hall today. The decisions and laws passed at this session are revolutionary, initiating fundamental institutional reforms, orienting tasks for the country's new development stage."
