At the Hong Gai Ward Public Administration Center, where procedures related to social insurance, health insurance, and unemployment insurance policies are received and processed, the working atmosphere in the first days after the merger was still smooth and efficient. From early morning, dozens of people came to do the procedures.
Ms. Nguyen Thuy Linh (33 years old, Ha Long ward) shared: "After completing the voluntary social insurance registration procedure, I went to ask the social insurance officer about the voluntary social insurance contribution levels, and was answered very enthusiastically. Thanks to that, I decided to participate immediately. I feel very secure and satisfied."
Mr. Do Van Khang (58 years old, Cao Xanh ward) came to submit his application for one-time social insurance benefits and said: “I read the notice and learned that the Hong Gai Ward Public Administration Center handles social insurance procedures. When I came to apply, the staff here gave very quick and clear instructions, creating favorable conditions for the people.”
Ms. Truong Ngoc Thuy, Deputy Head of the Organization - Administration Department, Social Insurance Region VIII, said: "After moving to the Hong Gai Ward Public Administration Center, on average we receive about 50 people a day coming to do procedures. All procedures are still maintained as before, without any disruption."
After being reorganized according to the 2-level local government model, the Hong Gai Ward Public Administration Center replaced the old Ha Long City Public Administration Service Center, handling procedures for people in the wards: Bai Chay, Viet Hung, Tuan Chau, Hong Gai, Cao Xanh, Ha Long, Ha Tu. Meanwhile, the Hoanh Bo Ward Public Administration Center receives social insurance records of people in the wards and communes: Hoanh Bo, Quang La, Thong Nhat.
At the Tien Yen Commune Public Administration Center, where social insurance and health insurance records of people in the old Tien Yen district are received, operations are stable. Mr. Dang Tien Dung, Director of Tien Yen Social Insurance, shared: “With the increased application of IT and digital transformation in business processes, the handling of administrative procedures has become faster and people do not have to travel much. Every day, the unit receives 10-15 paper records related to VssID installation, information adjustment, settlement of death benefits, social insurance, health insurance... People feel very secure when coming to do procedures”.
As of July 4, 2025 (after only 4 days of implementing the new model), Social Insurance Region VIII has received and processed 541 records related to social insurance, health insurance, and unemployment insurance regimes across the province. To ensure smooth policy resolution, Social Insurance Region VIII has issued a notice guiding the receipt of records and return of results at 14 commune-level public administrative centers; at the same time, inheriting the operating platform of the previous district-level public administrative service centers.
In particular, at the end of June 2025, the Social Insurance of Region VIII established a permanent working group with 39 members, including leaders and professional staff of the sector in the whole province. The working group is responsible for receiving and handling feedback and recommendations from people and businesses; at the same time, guiding and answering all issues related to social insurance, health insurance and unemployment insurance policies, ensuring that the conversion of the 2-level local government model does not disrupt the rights of participants.
For the time being, the organizational structure of the Social Insurance Agency remains the same as before. Social Insurance Agency Region VIII continues to await direction and guidance on the establishment of grassroots Social Insurance agencies to ensure long-term and effective management and implementation of Social Insurance, Health Insurance, and Unemployment Insurance policies in communes and wards.
Social insurance in region VIII shows its proactiveness, flexibility and efficiency in serving the people. Ensuring that social security benefits are not interrupted is a clear demonstration of the spirit of administrative reform for the people and businesses. "People's satisfaction today is the foundation for a modern and sustainable social insurance system tomorrow" is the consistent goal that the social insurance industry is aiming for in its journey of innovation and development.
