Top of the country in administrative reform index

The administrative reform model (AR) in Ba Ria - Vung Tau aims to build e-government and digital government, focusing on administrative procedure reform, information technology application and improving service quality for people and businesses.

Up to now, the locality has achieved many positive results in simplifying procedures, enhancing online public services and promoting digital transformation.

According to the People's Committee of Ba Ria - Vung Tau province, administrative reform is identified by the province as a key and continuous task, closely linked to institutional reform, administrative modernization and digital transformation. The core goal is to better serve people and businesses, improve transparency, efficiency, administrative discipline and competitiveness of the province.

Localities in the province have simultaneously implemented many models to enhance the sense of responsibility of ministries and civil servants, aiming to build a professional, honest, dynamic and service-oriented administrative apparatus.

From 2022 to present, Ba Ria - Vung Tau has continuously ranked among the top in the country in terms of the Public Administration Reform Index (PAR Index) and the Satisfaction Index of People and Organizations with the Services of State Administrative Agencies (SIPAS).

In 2024, Ba Ria - Vung Tau ranked 2nd nationwide in PAR Index and 5th in SIPAS, thereby affirming its pioneering role in improving the quality of governance and management.

Many practical solutions, effective models

To make breakthroughs in administrative reform, Ba Ria - Vung Tau province has promoted the digitalization of administrative procedures and comprehensively deployed online public services. Providing 100% of administrative procedures eligible for online public services, of which 521 full online public services accounted for 26%; 1,113 partial online public services reached 56%. Administrative procedure records were resolved on time, reaching a high rate of over 98%.

Information systems serving people such as the provincial public service portal, the "BR-VT Public Administration" software, the satisfaction assessment system via text messages, QR codes, etc. are all effective, helping to save time and costs, while creating additional channels to monitor public service activities.

The province has also actively deployed population data, identification and electronic authentication. The integration of public services onto the VneID platform, the construction of a shared database, and synchronous connections between departments and branches have contributed to the formation of a digital, public, and friendly administration. At the same time, administrative units at the commune and ward levels have standardized the process of receiving and processing records, increased the responsibility of leaders, and applied the form of evaluating officials based on the level of satisfaction of the people.

At the same time, the locality has promoted streamlining the apparatus, rearranging administrative units and innovating the organization within departments and branches. In the 2021-2024 period, Ba Ria - Vung Tau province has reduced dozens of department-level and public service units; cut hundreds of administrative and public service positions; and effectively implemented the recruitment and appointment of civil servants in a public and transparent manner, selecting competent people.

One of the most notable changes in the process of administrative reform in the province is the application of the "one-stop-shop - electronic one-stop-shop" model in all districts, towns, cities and most communes, wards and townships, creating a modern and professional working environment.

To implement the above model, the locality has invested in modern facilities and equipment worth tens of billions of VND, organized and created conditions for cadres at all levels to study and learn about the implementation of administrative reform linkage at home and abroad. After application, the model has received positive response and high appreciation from the people.

The administrative reform of Ba Ria - Vung Tau province is also combined with emulation movements such as "Skillful mass mobilization", "Studying and following the ideology, morality and style of Ho Chi Minh ", creating motivation for emulation among civil servants and public employees. The companionship of mass organizations and the supervisory role of people and businesses have contributed to building a more public, effective and people-friendly administration.

The achievements of Ba Ria - Vung Tau's administrative reform are not only reflected through indicators, but also demonstrated by the real satisfaction of the people, the trust of businesses and the initiative in development management. Along with that is the positive spillover effect to areas such as attracting investment, improving the business environment, and improving the quality of life.

With high determination and consensus of the entire political system, Ba Ria - Vung Tau province has gradually affirmed its pioneering role in administrative reform, moving towards a modern and effective digital government serving people and businesses, creating an important foundation for sustainable and comprehensive development in the new period.
