On July 4, Chairman of Da Nang City People's Committee Luong Nguyen Minh Triet worked with the Department of Finance on the disbursement of public investment capital and the management and use of public assets in the city.
At the meeting, Mr. Luong Nguyen Minh Triet emphasized that the current key task is to remove obstacles and speed up the progress of key and dynamic projects, in which the Department of Finance plays a core role.
The Chairman of the City People's Committee requested the Department of Finance to preside over and coordinate the organization of a thematic conference on public investment disbursement before July 15. According to him, this important conference aims to unify views before the City Party Committee organizes a thematic conference and the City People's Council considers it at the upcoming session.
Mr. Triet assessed that the disbursement rate of Quang Nam (old) reached about 34%, while Da Nang (old) only reached 30%.
“With this situation, if we can achieve about 80% by the end of the year, it will be a very good result. But promising 100% disbursement is probably a dream. We need to look directly at reality to have more drastic and synchronous solutions,” he noted.

Pointing out common bottlenecks such as site clearance, lack of materials, investment procedures, ODA capital, etc., Mr. Triet affirmed that the key lies in capacity and real involvement. Where there is involvement, progress will be fast, where there is neglect, it will certainly be slow.
The Chairman of the City People's Committee requested to assign specific progress to each project and each management board. Units periodically report results every two weeks and link those results to responsibilities through KPI (performance measurement index).
“In the future, when calculating KPIs, if the staff is not qualified, they will be classified and replaced every 6 months and 1 year. Just do it firmly, support your colleagues but be disciplined, ” said Mr. Triet.
He requested the early deployment of a transparent and objective evaluation software system, minimizing subjective and unrealistic self-evaluation. We cannot allow the situation of "loving each other and giving good evaluations".
Regarding the management and use of public assets, Mr. Luong Nguyen Minh Triet paid special attention to the provision of official vehicles, especially cars for commune, ward and city levels. Currently, vehicles in many places have degraded and do not meet work requirements. Some vehicles run out of gas after traveling a few dozen kilometers, unable to reach difficult areas such as Tra My and Tay Giang.
He requested the Department of Finance to carefully study Decree 153 and Circular 72 for appropriate application. According to current regulations, each commune and ward is equipped with 2 official vehicles, however, additional calculations need to be made according to scale, terrain and actual characteristics.
Regarding the handling of surplus headquarters after the merger, the Chairman of the City People's Committee requested the Department of Finance to urgently develop specific plans for each case.
