Speaking at the opening of the Conference, Prime Minister Pham Minh Chinh emphasized: This is the first meeting of the Government after implementing the two-level local government, to assess the socio -economic situation in June and the first 6 months of 2025...
The Prime Minister stated: We have passed half of 2025 in the context of many new, complicated and unpredictable developments in the world situation; but in general, difficulties and challenges outweigh opportunities and advantages, affecting the economic situation of our country, affecting the production and business of enterprises... making us live in a volatile world.
Domestically, under the leadership and direction of the Central Committee, the Politburo, the Secretariat - headed by General Secretary To Lam, the Government and the Prime Minister have focused on directing 8 particularly important tasks in the first 6 months of the year: Implementing the revolution of streamlining the apparatus, building a 2-level local government; promoting economic growth of over 8%, to create momentum for double-digit growth in the coming years; focusing on negotiating tariffs with the United States and expanding and diversifying markets, products, supply chains and production; submitting for promulgation and organizing the implementation of a series of Resolutions of the Politburo such as Resolution No. 57, Resolution No. 59, Resolution No. 66, Resolution No. 68, along with Resolutions of the National Assembly and the Government; focusing on preparing for the 9th session of the 15th National Assembly; focusing on completing the Resolutions of Party Congresses at all levels, towards the 14th National Party Congress of the Party; Carefully and successfully organize major national holidays; implement ahead of schedule the movement to eliminate temporary and dilapidated houses nationwide and is expected to complete on the occasion of the 80th anniversary of the founding of the country.

The report on the socio-economic situation in June and the first 6 months of 2025 presented by Minister of Finance Nguyen Van Thang assessed the allocation and disbursement of public investment capital; the implementation of 3 National Target Programs; the implementation of the State budget in the first 6 months of 2025; the situation and results of the implementation of the Resolution on key tasks and solutions to reform the business environment and improve national competitiveness in the first 6 months of 2025.
In the first 6 months of the year, the Government submitted to the National Assembly for approval 51 Laws and Resolutions, of which the 9th Session had 44 Laws and Resolutions, the largest number of Laws and Resolutions ever submitted by the Government at a single session; The Government and the Prime Minister issued 182 Decrees, 237 Resolutions, 1,577 Decisions and 21 Directives, 97 Official Dispatches, had more than 60 working trips to localities and nearly 1,200 conferences and meetings to handle and resolve issues thoroughly and directly direct and inspect work progress to comprehensively, fully and promptly institutionalize major strategies and orientations of the Central Committee, the Politburo, the Secretariat, implement 3 strategic breakthroughs, 4 Resolutions of the "four pillars", handle obstacles in the legal system, decentralize, delegate power, handle arising issues, prevent and combat natural disasters, storms and floods, etc.
The Prime Minister chaired more than 20 meetings and closely and directly directed, determined to thoroughly resolve issues in trade negotiations with the US, affirming Vietnam's message of developing harmonious trade with the US, developing production and business, improving the domestic market... and responding to the impact of new conflicts arising in the world and the region.
Economic growth achieved the highest results in nearly 20 years, many indicators and indexes on production, business, state budget, etc. improved month by month and quarter; continued to maintain macroeconomic stability, control inflation, and ensure major balances. Implementing 3 strategic breakthroughs, the "four pillars" and promoting new growth drivers continued to be promoted, achieving many clear results. The fields of culture, society, and social security continued to be focused on; national defense, security, and social order and safety were maintained.
In particular, the revolution in organizational structure, administrative unit arrangement and construction of two-level local government has basically achieved the set goals and requirements. Adhering to the policies of the Central Committee, the Politburo, the Secretariat, and the direction of the Government and the Prime Minister, ministries, branches and localities have been very urgent, made efforts and determined to complete a huge amount of work in a short time, promptly handled arising issues, ensured smooth operations, and avoided interruptions or impacts on the operations of agencies, organizations, people and businesses before, during and after the arrangement.
The report also frankly acknowledged the difficulties and challenges: The 2025 growth target still has many challenges; the macro economy is still under a lot of pressure, especially in the management of exchange rates and interest rates; the improvement of institutions and laws has been directed with attention, but there are still problems, not keeping up with development requirements; the lives of a part of the people and workers are still difficult...
GDP growth in the first 6 months reached 7.31%, closely following the scenario in Resolution No. 154/NQ-CP (7.6%). Vietnam's growth rate in 2025 is forecast to continue to be the highest in ASEAN and among the leading groups in the world and the region. The growth rate in the first 6 months of 2025 in all sectors increased compared to the same period.
- Agriculture, forestry and fishery sector increased by 3.85%
- Industrial and construction sector increased by 8.18%
- Service sector increased by 7.83%
- Processing and manufacturing industry increased by 10.65%
- Exports increased by 14.4%, trade surplus estimated at 7.63 billion USD
- Total retail sales of goods and consumer services revenue increased by 9%
- International tourists reached nearly 10.7 million arrivals, up 20.7%
- Total social investment capital increased by 10.5%
- Total registered FDI capital reached over 21.5 billion USD, up 32.6%
- Realized FDI capital reached over 11.7 billion USD, up 8.1%
- The number of enterprises entering and re-entering the market reached 152.7 thousand enterprises, 20% higher than the number withdrawing from the market (127.2 thousand enterprises)...
The conference also listened to the report on the direction and administration of the Government and the Prime Minister, the results of the implementation of assigned tasks, administrative procedure reform in June, the second quarter of 2025; some tasks that need to be focused on in July and the coming time. Results of implementing some general indicators of Lam Dong province in the first 6 months of 2025
Economic indicators: Estimated GRDP growth rate in the first 6 months of 2025 of Lam Dong province increased by 5.97% over the same period. Of which: Sector I (Agriculture, Forestry, Fisheries) increased by 5.14% over the same period; Sector II (Industry, Construction) increased by 3.79% over the same period; Sector III (Services) increased by 7.83% over the same period.
Economic structure: agriculture, forestry and fishery accounts for 27.26%; industry and construction account for 27.12%; service sector accounts for 45.62%. By June 30, 2025, the total state budget revenue reached 16,862 billion VND. Tourists to Lam Dong are estimated at 12.163 million arrivals, reaching 54.21% of the plan, up 20.26% over the same period; of which: international visitors are estimated at 798.3 thousand arrivals, reaching 62.01% of the plan, up 56.09% over the same period. Total export turnover reached 1,527.21 million USD, up 28.31% over the same period.
Social indicators: The rate of universal health insurance coverage reached 86.81%. There are 8.5 doctors/10,000 people; 28 hospital beds/10,000 people. The rate of public schools meeting national standards reached 69.2% (995/1487 schools). The rate of rural population using clean water reached 97.62%. Up to now, the whole province has 230/259 new rural communes, reaching 88.8%; 61/259 advanced new rural communes, reaching 23.55%; 20/259 model new rural communes, reaching 7.72%; 8/28 districts/towns, cities meeting new rural standards/ completing the task of building new rural areas, reaching 28.57%. The forest coverage rate reached 46.72%.
