With the consistent political determination of the leaders of the two countries, along with the tireless efforts of the people who love peace and support cooperation, the Vietnam-US relationship has overcome the “harshness of history” and differences in political regimes to write the historical story of “from enemy to friend”. Celebrating the 30th anniversary of the establishment of diplomatic relations, Vietnam and the United States believe that the bilateral relationship will continue to develop effectively.
30 years ago, on the night of July 11, 1995 (US time), US President Bill Clinton officially announced the normalization of diplomatic relations with Vietnam. In the early morning of July 12, 1995 (Vietnam time), Vietnamese Prime Minister Vo Van Kiet officially announced the normalization of diplomatic relations with the United States.
With that historical milestone, the past is put aside and a new chapter is opened. The two countries' announcement of normalizing relations has become a premise, creating a strong foundation and motivation for both Vietnam and the United States to strengthen cooperation in many fields, from politics, security, economy, to culture, education and people-to-people exchange...
Many high-level visits between the two sides were held. Many new milestones were set, including the establishment of a Comprehensive Partnership in 2013 and upgrading to a Comprehensive Strategic Partnership 10 years later.
The shift from confrontation to dialogue between Vietnam and the United States is considered a model in the effort to overcome differences, promote peace and cooperation towards the future. Sharing with Nhan Dan Newspaper reporters, former Vietnamese Ambassador to the United States Pham Quang Vinh affirmed that the past 30 years have been a journey in which Vietnam and the United States have continuously built trust and increased understanding.
From one of the first areas of cooperation being overcoming the consequences of war, clearing mines in Vietnam, assisting the disabled, victims of Agent Orange, or searching for the remains of US soldiers missing in action during the war in Vietnam, the two countries have gradually built trust, nurtured relations, and respected each other's political institutions.
From the enhanced political trust, the two countries expanded to other areas of cooperation. The highlight of the journey to build and enhance the bilateral relationship must include the achievements in economic cooperation. According to Ambassador Pham Quang Vinh, from 500 million USD at the time the two countries normalized relations, two-way trade between Vietnam and the United States after 30 years has increased about 300 times. For Vietnam, the United States is a leading partner in both economic and regional and international cooperation. The United States also considers Vietnam to have a very important geostrategic role in the region, especially in ASEAN.
The 30 years of Vietnam-US cooperation have not been without differences and challenges, but the two countries have continuously cultivated mutual understanding and built dialogue mechanisms. From stories related to democracy, human rights, labor, or energy, environment, security, and maritime safety, the two countries have cooperation and dialogue mechanisms.
Cooperation in science and technology, health, culture and tourism is increasingly expanding and becoming more substantial. Vietnam's continuous innovation and effective integration also create more capacity and prestige for the country to participate in international issues, from politics, diplomacy to economic cooperation, strongly promoting the depth of relations with the United States.
With the spirit of “putting the past behind, overcoming differences, promoting similarities, and looking toward the future”, along with a sincere, frank, and constructive dialogue attitude, on the solid foundation built over the past 30 years, Vietnam and the United States are facing great opportunities to expand strategic cooperation in the coming time.
US Ambassador to Vietnam Marc Knapper affirmed that the two countries have many pillars of cooperation, of which economic relations are very important. Vietnam is the 8th largest trading partner of the United States and the United States is Vietnam's largest export market.
Last May, the United States hosted the SelectUSA Investment Summit, welcoming a Vietnamese delegation of more than 100 participants. The size of the delegation demonstrated Vietnam’s strong commitment to promoting bilateral investment and trade cooperation with the United States. In addition to economics, cooperation in education, health, and defense is also an important pillar of bilateral cooperation.
Emphasizing high-tech cooperation, Ambassador Knapper affirmed that the Joint Statement on upgrading Vietnam-US relations to a Comprehensive Strategic Partnership (September 2023) is a historic achievement, in which the two sides emphasized high-tech cooperation, especially in the semiconductor industry. The two countries recognized that Vietnam is fully capable and ready to rise up the global value chain in high-tech manufacturing.
US businesses are committed to training and improving skills for Vietnamese workers to meet labor needs, with the goal of helping Vietnam play a larger, more important role in the high-tech value chain and realize its potential to become a regional and global semiconductor hub.
Vietnam is standing on the threshold of new development. Vietnam's policies and reforms in recent times have received great attention from US businessmen, increasing confidence in Vietnam as a reputable partner, a market and a production center, especially high-tech production.
According to Ambassador Knapper, Vietnam’s reorganization of administrative units at all levels and the establishment of a two-tier local government model will promote more efficient decision-making, licensing and approval of investment projects. Along with that, the role of the private economic sector, the importance of high technology and digital infrastructure are promoted, making Vietnam a more attractive investment and trade destination.
Appreciating Vietnam's proactiveness and positivity in recent discussions on tariffs and trade relations with the United States, Mr. Knapper affirmed that the high-level phone calls between General Secretary To Lam and President Donald Trump, as well as exchanges between high-level delegations of the two countries, show that the Vietnam-US relationship is at its best. The United States hopes that the relationship between the two countries will develop more strongly, continuing to bring benefits to the people of both countries.
The world is changing profoundly. While the United States adjusts its strategic priorities, Vietnam is moving towards a new era, an era of national growth. Vietnam-US trade relations have achieved many great successes, but in terms of investment, the two countries still have much potential to exploit.
According to Ambassador Pham Quang Vinh, taking advantage of the US’s potential in investment, science-technology cooperation, education, innovation, as well as participating in the US’s supply chains for innovation and technology will help Vietnam have more resources for development. In addition, promoting cooperation in overcoming the consequences of war is still a way for the two countries to continue to heal “past wounds”, increase understanding and build mutual trust.
The war has ended 50 years ago. The journey of normalization and promotion of relations over the past 30 years has witnessed efforts to expand and deepen trust and understanding between Vietnam and the United States. Increased respect and strategic trust, political commitment from senior leaders, and active support from the business community, localities, and people of both countries are key factors for the two countries to continue writing the success story in a new era of cooperation.
