Vietnam joins CORSIA: Great opportunity for green transformation of aviation industry

(Chinhphu.vn) - From January 1, 2026, the Civil Aviation Authority of Vietnam will officially join CORSIA - a global mechanism for reducing and offsetting carbon for international flights. This is an important step in the green transformation roadmap of Vietnam's aviation industry, and at the same time, a big challenge for domestic airlines.

By officially joining CORSIA from 2026, Vietnam has demonstrated its international responsibility in developing sustainable aviation.

According to the Civil Aviation Authority of Vietnam ( Ministry of Construction ), on June 30, the International Civil Aviation Organization (ICAO) confirmed that the Civil Aviation Authority of Vietnam has registered to participate in the voluntary phase of CORSIA (Carbon Reduction and Offsetting Mechanism for International Flights), starting from January 1, 2026.

CORSIA (Carbon Offsetting and Reduction Scheme for International Aviation) is a global mechanism initiated by ICAO to achieve carbon neutrality in the international aviation sector from 2020 onwards. Countries participating in CORSIA will be required to monitor, report and implement measures to offset CO₂ emissions from international flights through the purchase of carbon credits.

The Civil Aviation Authority of Vietnam said that in the past, the unit has implemented many important preparation steps. Accordingly, the Ministry of Construction (formerly the Ministry of Transport ) issued a Circular regulating the management of fuel consumption and CO₂ emissions in civil aviation activities;

Implement a monitoring – reporting – verification (MRV) system for airline emissions; Submit international emission data reports to ICAO for the years 2019–2024.

In addition, the Civil Aviation Authority also proactively studied policies related to sustainable development of ICAO and the European Union (EU) and organized many meetings with stakeholders to assess the impact and develop appropriate solutions when participating in CORSIA.

International responsibility in developing sustainable aviation

Although joining the CORSIA mechanism is a positive step in the green transition and international integration process, the Civil Aviation Authority also warned that domestic airlines will face significant financial pressure.

It is estimated that the cost of purchasing carbon credits in the voluntary phase could range from 13–92 million USD, depending on the market price of credits (from 6–40 USD/credit). This is a significant figure, especially in the context of many Vietnamese airlines recovering from the pandemic and facing fierce competitive pressure.

The CORSIA mechanism is designed by ICAO with 3 main phases: Pilot Phase: 2021–2023, applicable to voluntary participating countries; Phase 1: 2024–2026, continuing voluntary application.

Phase 2: 2027–2035, mandatory for countries with international aviation activities exceeding 0.5% of global RTK (in 2018), except for least developed countries, small island developing states and non-island states if they do not voluntarily participate.

By officially joining CORSIA from 2026, Vietnam has demonstrated its international responsibility in developing sustainable aviation. At the same time, this is also an important preparation step to meet strict climate policies from major markets, especially Europe.

In Resolution 41 (2022), the ICAO General Assembly strongly called on States to voluntarily participate in the initial and initial phases of CORSIA, to contribute to the common efforts to mitigate global climate change.

According to a representative of the Civil Aviation Authority of Vietnam, in the coming time, the unit will continue to closely coordinate with airlines and relevant agencies to unify policy proposals and financial and technical support mechanisms, helping aviation businesses adapt effectively to the new requirements of CORSIA.
