Deploying electronic invoices: Need policies to support small traders

According to Decree 70/2025/ND-CP issued by the Government on March 20, 2025, regulating invoices and documents, from June 1, 2025, business households with revenue of over 1 billion VND/year are required to apply electronic invoices generated from cash registers, with data connection to tax authorities.

This is considered an important step in the management of invoices and documents for individual businesses. However, the implementation of this new regulation in the early stages encountered many difficulties and obstacles. The understanding and psychology of small businesses and small enterprises (SMEs) encountered many shortcomings, especially in terms of technology. In order to be able to issue electronic invoices, sellers need to equip themselves with a series of devices and software applications, such as cash registers with invoice issuance features, electronic invoice software, accounting software, digital signatures, and sales management software. In particular, invoice printers, electronic invoices, and digital signatures are things that sellers must buy and use.

For the common good, the State - specifically the authorities - need to have solutions to support small businesses in complying with regulations on sales and invoices and documents. There should be policies to subsidize and support small businesses. The most feasible solution is the participation of large technology enterprises and state-owned technology enterprises.

Currently, some businesses have quickly launched support programs and separate service packages at low prices for small businesses and retailers. For example, VNPT Group has announced a support package until the end of 2025 specifically for businesses such as: completely free software for electronic invoices generated from cash registers, remote digital signatures, accounting software and sales management software. Viettel said that the group is calculating the package so that 80% of businesses can use it; in special cases (the remaining 20%) there will be a discount. Sapo Technology Company has developed the Sapo 6870 combo package, free sales software on phones, integrated with digital signatures and electronic invoices, aimed at small businesses and retailers who are not familiar with technology, helping them comply with regulations with just a smart mobile device, without the need for additional computers, digital signature devices or specialized infrastructure.

On June 19, 2025, the Tax Department held a conference and placed orders with related businesses. Mr. Mai Son, Deputy Director of the Tax Department, said that along with convenience and ease of use, the cost of electronic invoice software must be appropriate. This is one of the issues that business households raise with tax authorities and solution providers. The implementation of electronic invoices is also a task that "technology literacy" or "digital literacy" groups at the grassroots level need to actively participate in helping each small and individual business person.
