The procedures are built to ensure legality, consistency and conformity with international commitments that Vietnam has participated in. The list of administrative procedures is applied at both central and local levels.
Notably, the issuance of a certificate of origin (C/O) is a completely new administrative procedure that has been added. The procedure for issuing a C/O is specified in detail in Circular 40/2025/TT-BCT and Decree 146/2025/ND-CP and is carried out by the Import-Export Department (Ministry of Industry and Trade) or an organization assigned by the provincial People's Committee.
In addition, 35 current administrative procedures were amended and supplemented, mainly related to the issuance of C/O under free trade agreements (FTAs).
These procedures include preferential C/O forms such as D, E, AK, CPTPP, RCEP, EUR.1 and specific forms such as ICO for exported coffee, DA59 applied to goods exported to African markets.
In addition, procedures for re-issuing C/O, issuing supporting C/O, and issuing self-certification of origin approval documents within the ASEAN region have also been adjusted, reflecting the diverse needs of businesses in the context of increasingly complex and multi-dimensional global trade.
In particular, the C/O issuance procedures have been standardized and digitized. Enterprises are encouraged to declare their records via the Electronic C/O Management and Issuance System (eCoSys).
Processing time is also significantly reduced, 6 working hours with complete and valid electronic documents, 2 hours with valid paper documents, and up to 24 hours if sent by post .
