The public administrative virtual assistant on VNeID applies artificial intelligence (AI) technology. This is the result of cooperation between the Department of Administrative Police for Social Order (C06), Ministry of Public Security and CMC Technology and Solutions Corporation (CMC TS). The virtual assistant can look up administrative procedures at all levels; guide specific processes, records, and forms; answer questions about policies and laws on local government organization; warn about false information and fraud taking advantage of administrative unit arrangement.
Colonel Ngo Nhu Cuong, Deputy Director of C06, said: “This is a new breakthrough, helping to narrow the gap between the government and the people. C06 is committed to continuing to expand, update content and upgrade the Virtual Assistant experience, aiming to build a transparent, close and modern public administration.”

The fact that the Department of Administrative Police for Social Order (C06), Ministry of Public Security, in collaboration with technology enterprises, deploys a Virtual Assistant deeply integrated into the national electronic identification application VNeID demonstrates the determination to keep up with modern technology trends. Moreover, this is also an affirmation of the position and innovation capacity of Vietnamese technology enterprises and an important step forward to bring Vietnam on par with advanced countries in digital transformation in the field of public administration.
“CMC TS is committed to long-term companionship with the Ministry of Public Security in the journey of national digital transformation, with the common goal: Bringing technology closer to the people, creating transparent, effective and humane public administration,” said Mr. Le Minh, CMC TS Technology Director.
According to data from the Ministry of Public Security, after only 1 week of implementation, Virtual Assistant has recorded nearly 100,000 uses, with a satisfaction rate of up to 98%, demonstrating the practical effectiveness of the application and the positive reception of the people.

In addition, the Department of Administrative Police for Social Order also launched the "Digital Handbook" on VNeID. The digital handbook integrates an AI virtual assistant to help people look up the list of addresses, headquarters, commune police, commune committees, commune party committees, one-stop public administration at all levels; look up the list of administrative procedures at commune and provincial levels, ministries, ministerial-level agencies, procedures and records for implementing administrative procedures; look up old and new administrative units; the handbook of commune-level authorities (developed and issued by the Ministry of Home Affairs to provide systematic, complete and easily accessible information for commune-level cadres and civil servants in implementing the Law on Organization of Local Government 2025 and related new legal documents); the list of decentralization and decentralization of authority in the fields of ministries and branches for commune-level local authorities (issued by ministries and ministerial-level agencies).
Although it has only been deployed for a short time, up to now, the handbook has had 67,823 visits and uses.
Implementing the direction of the Central Steering Committee, the Ministry of Public Security has coordinated to deploy the "Digital Popular Education" platform with more than 45,000 learning sessions on the platform. The "Digital Popular Education" platform has also developed essential learning materials: digital transformation, driving theory, information security, digital competency framework... to raise awareness and digital skills for people.
To date, the Ministry of Public Security has deployed 43 utilities on VNeID to serve people and businesses. These are also the efforts of the Ministry of Public Security in the process of implementing Resolution 57/NQ-TW of the Politburo on the development of science, technology, innovation and national digital transformation; Plan No. 02-KH/BCĐTW of the Central Steering Committee on the development of science, technology, innovation and digital transformation; ensuring the promotion of interconnected, synchronous, fast and effective digital transformation, meeting the requirements of restructuring the apparatus of the political system.
