Commune-level public administrative service center: A major shift in the service administration

(Baothanhhoa.vn) - After half a month of operation, the commune-level public administration service center (PVHCC) in Thanh Hoa has clearly demonstrated the spirit of innovation, taking service efficiency as a measure, marking a major shift from administrative management thinking to service.

“Since the two-level local government model was put into operation, we have regularly heard propaganda on the loudspeaker system about the location of the commune PVHCC center and the promotion of the use of online public services on the network environment. When I came to do the procedure for issuing a copy of the household registration extract, I was instructed to submit the application online very quickly. I see that the new government has many positive changes, people are served wholeheartedly, and officials and civil servants are more friendly and approachable.” That is the sharing of Mr. Le Van Dang, a citizen of Ban Thanh village, Hoang Son commune, when he came to handle administrative procedures at the commune PVHCC center.

Innovation in working style, openness and friendliness, improving the quality of administrative procedure settlement, creating satisfaction for organizations and citizens... are the top priorities of the Hoang Son Commune Public Service Center since its operation.

Chairman of the People's Committee of Hoang Son Commune, Le Trong Truong, said: "To standardize the process of handling administrative procedures and ensure smooth operation of public services, the commune has invested synchronously in the online network system and LAN. The staff and civil servants of the commune's Public Service Center have been trained in new contents and procedures for handling administrative procedures, especially regulations on handling administrative procedures without administrative boundaries according to Decree No. 118/2025/ND-CP of the Government. With a population of about 27,500 people and a new operating model, in the first 10 days of implementing the 2-level local government, the commune has arranged additional union members and police to welcome and guide people to perform administrative procedures on the National Public Service Portal. During the implementation process, VNPT Thanh Hoa staff are also on duty to handle issues related to network infrastructure, ensuring that administrative procedures are not interrupted during implementation. In the coming time, we will build a new headquarters for the Public Service Center to serve people and businesses better and better".

Not only changing the boundaries, this merger opens a new development stage with the consistent goal of "being close to the people, serving the people". The intermediate stages are shortened, the grassroots level is empowered more strongly, bringing many practical benefits to each citizen. With a proactive mindset, the Sam Son Ward Public Service Center has prepared well for the new journey. In order for the center to operate smoothly from the very beginning, the ward has arranged 15 civil servants in charge of various fields to receive and handle administrative procedures for people and businesses. Along with that, the ward is fully equipped with facilities, internet connection, specialized software, ensuring that all activities of the center are connected, administrative procedures are handled quickly, conveniently and effectively.

Changing the local government model from 3 levels to 2 levels shows a strong shift from administrative management thinking to service. Therefore, when operating the 2-level local government, the Sam Son Ward Public Service Center determined that it must truly innovate for the people. To create closeness between the government and the people, the officers and civil servants of the Sam Son Ward Public Service Center always enthusiastically support people in resolving administrative procedures. Essential public services serving people's production and life are implemented promptly, without affecting people's rights.

The communal public service center plays an important role in implementing the two-level local government. This is the department closest to the people, directly receiving, guiding and resolving administrative procedures for the people. Therefore, Cam Van commune has arranged human resources in many locations to best serve the people. Chairman of the Commune People's Committee Nguyen Van Hiep said: "Cam Van is a mountainous commune with a large area, divided by hills and mountains, so transportation is not convenient. People's travel from the old communes to the Commune Public Service Center (located in the old Cam Tam commune) is quite far, about 20km. To best serve people in handling administrative procedures in the early stages of the merger, in addition to the Commune Public Service Center, we have arranged police forces in 4 old communes to support people in registering, activating electronic identification accounts, instructing citizens to use online public services, using the National Public Service Portal via VNeID... to reduce pressure and limit congestion at the Commune Public Service Center".

Administrative reform is a strategic breakthrough in implementing a two-level local government. To ensure the synchronous operation of the public service system from the province to the grassroots level, the Provincial Public Service Center has organized professional training courses for cadres and civil servants of 166 new communes and wards; developed documents and sample videos to guide the processing of records on the National Public Service Portal and the Provincial Administrative Procedures Information System. At the same time, the center also coordinated to support localities in arranging headquarters, identifying brands, equipping necessary equipment and completing information technology infrastructure so that the communal Public Service Centers can operate smoothly, best serving people and businesses.

Not to let the reform stop at the resolution, not to let the apparatus only change in form, but to operate truly effectively, 166 communes and wards of the province have been proactive in implementing the task of resolving administrative procedures. This shows the readiness not only in terms of institutions, but also in thinking and action of the political system from the province to the communes and wards with the consistent goal of serving the people.
