The work of reorganizing and streamlining the trade union apparatus in the province has been carried out quickly, systematically and reasonably. Since the beginning of the year, the Provincial Federation of Labor has reorganized and streamlined the organization twice. In the second reorganization (June 2025), in less than a month, the whole province completed the process of dissolving and transferring trade unions at district, industry and city levels, as well as reorganizing the entire organizational structure and staffing.
The entire advisory and support organizational structure for the Provincial Federation of Labor has been reduced from 3 committees to 1 Trade Union Working Committee, under the Provincial Vietnam Fatherland Front Committee. 13 grassroots trade unions directly above the grassroots level have been dissolved; 1,101 grassroots trade unions in the administrative and public service sectors receiving 100% of the budget salary have also ceased operations. Currently, only 182 grassroots trade unions in the production and business sectors and partially autonomous public service units continue to operate and are directly managed by the Provincial Federation of Labor with more than 11,300 union members.
Ms. Be Thi Hoa, Vice President of the Provincial Vietnam Fatherland Front Committee, President of the Provincial Labor Federation, said: Currently, the provincial trade union is focusing on stabilizing the organization, guiding and maintaining the activities of the affiliated trade unions after the reorganization. Right from the first day of operating under the new apparatus, we have assigned specific tasks to each cadre, built an action program with the motto "all for the workers", focused on innovation to improve the quality of activities, so that the trade union organization continues to be a solid support, a companion of workers and laborers, contributing to building harmonious, stable and progressive labor relations in the enterprise.
In this arrangement, the new model of the provincial trade union organization is not only compact in terms of apparatus, but also "refined" in terms of human resources. Of the total 38 full-time union officials at the district, city, and industry levels, 11 people voluntarily retired before the age according to Decree 178. Other officials were assigned to work appropriately at the departments of the Vietnam Fatherland Front Committee of the province or at the commune level. Mr. Luan Van Tuan, former Vice Chairman of the Van Lang District Labor Federation, now an expert of the Trade Union Work Department, Vietnam Fatherland Front Committee of the province, shared: I have been the chairman of the grassroots trade union for 13 years and a full-time trade union official for 9 years. Continuing to be associated with the trade union organization in this new period, I am more aware of my responsibility to union members and workers in the province. I will continue to make efforts to contribute to maintaining the trust of union members in the trade union organization.
The streamlining creates motivation for the union to focus more, enhancing the ability to connect directly with the grassroots. The Union Working Committee under the Provincial Vietnam Fatherland Front Committee is assigned 10 specialized positions, operating as a branch directly in charge of the union field, becoming a bridge between the socio-political organization and the workers. There is no longer an "intermediary level", all information and feedback from the grassroots will be accessed quickly, processed promptly and close to reality.
This is also what Ms. Dang Thi Quynh Huong, Chairwoman of the Trade Union of Bao Long Company Limited (Ky Lua Ward) has high expectations for. Ms. Huong said: The company's Trade Union currently has 83 members. From June 20, 2025, the company's Trade Union will be transferred from the Cao Loc District Labor Federation (now dissolved) to the direct management of the Provincial Labor Federation. This is a big change, but it is also an opportunity for trade union activities to closely follow the production reality and the aspirations of employees in the enterprise.
These days, when the provincial trade union has begun to operate under a new model, despite certain changes, the union officials today still maintain a sense of responsibility. With the determination to constantly innovate and focus on the grassroots, the provincial trade union is gradually affirming its role as a solid support for union members and workers.
