More than 10 direct comments from leaders of People's Committees of communes and wards located in urban centers as well as remote areas all showed the determination of local officials in the early days of operating the two-level local government. However, commune and ward leaders also reflected some difficulties in the process of operation.
According to the synthesis of the Department of Home Affairs of Can Tho City, the current difficulties of the People's Committees of communes and wards are: The facilities are somewhat degraded due to long-term investment, the headquarters and offices are narrow, not meeting the needs; many equipment are damaged, lacking equipment for work such as: photocopiers, printers, display screens at the counters for receiving documents and returning administrative procedure results at the Center for Public Administration...
At the same time, some civil servants and public employees of provincial departments and branches who were transferred to work in communes and wards have not yet been handed over machinery and equipment for their work. Many positions in agencies, units and specialized departments are currently lacking in personnel, leading to some work being implemented slowly and not meeting the requirements. There is a situation where the assigned positions are not suitable for the strengths and professional expertise; there is a lack of civil servants with professional qualifications in information technology to perform tasks related to digital transformation.
Opinions at the meeting, such as leaders of the People's Committees of the communes and wards of O Mon, Vinh Thanh, Xa Phien, Long My, Hoa Luu, Phu Loi, An Lac Thon... noted that the volume of documents and procedures that people came to carry out increased dramatically. In particular, many communes and wards lacked blank papers to issue land use right certificates to people.
At the meeting, the Chairman of the People's Committee of Can Tho City asked Soc Trang Ward, according to the invitation letter, the number of attending was 9 (leaders of the People's Committee and specialized departments - PV), why only 5 people participated? The Chairman of the People's Committee of the city requested Soc Trang Ward to seriously learn from experience, if a similar situation occurs again, it will be reviewed.
At the meeting, leaders of the Department of Finance, Department of Science and Technology, Department of Agriculture and Environment, Department of Home Affairs... directly answered questions from communes and wards. The Director of the Department of Science and Technology of Can Tho City said: The Department opened an online bridge to train information technology staff for communes and wards in the form of 1+1 (1 person from the Department of Science and Technology trains 1 person at the commune and ward), to help the activities at the Public Service Center operate effectively. The Department of Agriculture and Environment of Can Tho City has also specifically announced the addresses of 3 places providing paper blanks for communes and wards (in Soc Trang City, the old Vi Thanh City, and in Can Tho City) to quickly solve the essential needs of the people. In his concluding remarks, Chairman of the Can Tho City People's Committee Tran Van Lau acknowledged and commended the efforts of the leaders and staff of 103 communes and wards in operating the apparatus smoothly and basically completing the tasks. However, there are still many difficulties and challenges ahead that need to be quickly resolved.
The Chairman of the People's Committee of Can Tho City emphasized that the leaders of the People's Committees of communes and wards must be the center of solidarity. For the sake of cadres from all over the country, avoid discrimination between localities.
