The issuance of Resolutions to promote private economic development is like a “breath of fresh air” affirming the position and reputation of enterprises in the market. Many said enterprises they have prepared bold plans to be ready to reach out to the big sea, affirming their names and the brand “Made in Vietnam” in the new era.
Quickly put resolutions into practice
It can be seen that, from the guiding viewpoint to the specific policy requirements to support the private economy, in which the core is small and medium enterprises "growing up" but still having to ensure market principles and comply with international commitments; Funding by 2030, the whole country will have 2 million enterprises operating in the economy, contributing 55% of GDP or more; By 2045, there will be at least 3 million enterprises and contributing more than 60% of GDP...
The strategy of “not only quantity but also quality depth” has affirmed our Party's strategic thinking and vision on the private economy (along with the state economy and collective economy) “playing a core role in building an independent, autonomous, self-reliant, and self-reliant economy associated with deep, substantive, and effective international integration, helping the country escape the risk of falling behind and rise to prosperous development.”
However, to bring the spirit of reform into life, it is necessary to have drastic and synchronous participation from all levels of the industry and proactive innovation from the private economic sector, each enterprise, business household and each citizen. Only then can the private economy truly make a breakthrough in the new development stage.
According to National Assembly delegate Tran Hoang Ngan ( Ho Chi Minh City delegation), when the National Assembly Resolution on new provincial-level administrative units comes into operation from July 1, localities need to soon issue guiding documents to develop the private economy to become the most important driving force in the coming period.
Delegates said that in addition to the proposed policies, localities need to pay attention to support policies, land especially support, "how to have "clean land" in industrial parks for private enterprises, small and medium enterprises, along with bidding mechanisms for projects, access to land resources, access to capital..., at the same time, it is necessary to quickly consolidate and upgrade the credit guarantee fund for small and medium enterprises to guarantee loans from banks for enterprises, helping enterprises have enough conditions to access capital sources.
To develop the private economy, it is necessary to invite the world's great businessmen, the "old masters" of business in the world to share their lessons learned in the development process.
In particular, delegate Tran Hoang Ngan proposed to immediately establish a Center to support small and medium enterprises within the Trade Promotion Center or Investment Promotion Center of localities to guide and support enterprises with tax policies, land rent policies, as well as support human resources, open training courses, in which invite large businessmen in the world, "old trees" in business in the world to share lessons learned in their development process or large successful private corporations to share with students.
“The most important thing in the end is the law, the institution, how to create transparency, how to create peace of mind for investors and the law we are making, clearly separating civil, administrative, economic and criminal issues, and if it is about criminal issues, then prioritize the issues to be resolved first, this needs to be propagated and propagated more, this will promote the development of the private economy,” delegate Tran Hoang Ngan emphasized.
Untie the mechanism, there will be many "leading cranes"
Two months after the Prime Minister's visit to the Hoa Phat Dung Quat Iron and Steel Complex, Hoa Phat Group joined hands with its partners to fulfill its commitment to the Prime Minister on the production of high-speed railway steel rails.
Acting, in early April, Hoa Phat and Primetals Group joined hands to supply a high-quality steel casting and rolling line with a capacity of 500,000 tons/year. With this line, Hoa Phat Group will increase the production of high-quality steel lines. According to the plan, the rolling line is expected to provide the first products in the third quarter of 2026 and the casting line will be put into operation in the fourth quarter of 2026.
If the railway is outsourced, it can be done very quickly, but thousands of members of the railway industry will be unemployed.
Chairman of the Board of Directors of Hoa Phat Group Tran Dinh Long said that the Group focuses on promoting the production of high-quality steel and manufactured steel to help replace high-grade steel products that are currently being imported. Hoa Phat is confident in producing steel for the railway industry, train axles, and high-speed trains as ordered by the Government as well as high-quality steel for key national projects and for export to the world market.
“Resolution 68 is great. If we outsource the railway construction, it can be done very quickly, but thousands of members of the railway industry will be unemployed and our country's railway industry will have little chance to develop on its own,” Mr. Tran Dinh Long shared.
Not only large private enterprises will benefit, the issuance of the resolution on private economic development will empower many small and medium enterprises, even start-ups, to take advantage of the opportunity to rise and break through.
According to Chairman of CMC Technology Corporation Nguyen Trung Chinh, for the North-South high-speed railway construction project, large Vietnamese enterprises such as Hoa Phat, Vingroup, Thaco and technology enterprises can all participate and have the capacity to do so.
"Domestic enterprises can form joint ventures to carry out large projects that currently require foreign contractors to construct," affirmed the Chairman of CMC Technology Group.
Not only famous enterprises, many small and medium-sized private enterprises are also ready to "play big" when the State supports them not only with money but also with mechanisms and policies.
Ms. Doan Thi Kieu Thanh, Director of Nam Sung Aluminum Company, shared that with policies on private economic development, plus breakthrough policies on science and technology, green transformation, and digital transformation that have just been issued, they have "hit the psychology" of businesses, because the resources are unlocked, which will be a strong "lever" for the development of businesses in the coming time.
According to the plan, in 2025, Nam Sung will increase its "coverage" in the Northern market and target a growth of 20% compared to the previous year, by investing in a factory in Nam Dinh. In addition, Nam Sung also aims to expand its market share and affirm its brand in international markets, especially large markets such as the United States, EU and Australia...
“Investing in small and medium-sized enterprises will be very costly and time-consuming, but policies such as Resolution 68 or the Resolution on Science, Technology, Innovation and Digital Transformation will be a huge boost for Nam Sung to go further,” said Ms. Kieu Thanh.
It must be affirmed that in the current era of scientific and technological revolution, which is rushing and changing rapidly, Vietnam needs to rely on the prerequisite driving force, which is science, technology, innovation, and digital transformation, to accelerate faster.
Therefore, right after the Politburo issued Resolution No. 57 on breakthroughs in science, technology, innovation and national digital transformation, at the 9th Session, the National Assembly passed Resolution No. 193 on a number of special mechanisms and policies to create breakthroughs in science, technology, innovation and national digital transformation.
Along with Resolution 198 on private economic development, Resolution 193 of the National Assembly is like adding more motivation for businesses to continue to break through in their journey to reach out to the ocean.
Sharing about these resolutions, Ms. Nguyen Thi Tra My, Deputy Chairwoman of the Board of Directors, General Director of PAN Group, Chairwoman of the Board of Directors of Vinaseed shared that before Resolution 57, PAN focused on innovation, "but when the National Assembly issued this resolution, in her mind, many more plans "came up" to be able to take advantage of opportunities to export more strongly to demanding markets and neighboring markets.
To accelerate faster, Vietnam needs to rely on the prerequisite driving force, which is science, technology, innovation, and digital transformation.
Citing a survey by experts on the African market, which is considered a very potential market for Vietnamese enterprises, she said that in this place, only 5% are new crop varieties and the remaining 95% are old varieties, so "with the leverage" from the policy, PAN's upcoming task is to boost exports to this market. Even in Thailand, which is considered a major source of rice exports, Thai people also highly appreciate the quality and productivity of Vietnamese rice that has brought to the people.
“For businesses like PAN, Resolution 57 is very correct and timely, helping businesses take advantage of the opportunities they are looking for, especially “untying” the issues that are bottlenecks stills to have better opportunities when exporting to international markets,” said Ms. Tra My.
According to PAN's estimates, plant varieties registered and brought to market by private enterprises account for 60% and more than 30% by Departments, Divisions, and Institutes, while the remaining 7-8% is from FDI enterprises.
Meanwhile, the varieties of plants introduced by private enterprises are all positively received by farmers thanks to their high productivity and efficiency, so Ms. My belief that there is still a need for support from the Departments, Ministries and sectors to have more convenient mechanisms in cooperation and support for farmers, including issues of capital, pesticides, seeds, fertilizers, etc., because when there are more open mechanisms, businesses can work directly with farmers and bring them more efficiency.
