Summary of 10 years of implementing Resolution No. 29-NQ/TW on fundamental and comprehensive innovation of education and training

On the morning of December 14, in Hanoi, the Ministry of Education and Training held a national online conference to summarize 10 years of implementing Resolution No. 29-NQ/TW, dated November 4, 2013 of the 11th Party Central Committee "On fundamental and comprehensive innovation of education and training, meeting the requirements of industrialization and modernization in the context of a socialist-oriented market economy and international integration" (Resolution No. 29-NQ/TW).

Attending at the Central bridge point were Party Central Committee members: Lai Xuan Mon, Deputy Head of the Central Propaganda Department; Nguyen Dac Vinh, Chairman of the National Assembly's Committee on Culture and Education ; Nguyen Kim Son, Secretary of the Party Committee, Minister of Education and Training.

At the conference, Deputy Minister of Education and Training Nguyen Van Phuc reported briefly on the results of 10 years of implementing Resolution No. 29-NQ/TW. After 10 years of implementing Resolution 29-NQ/TW, education and training in our country have made strong progress and achieved many important achievements. The scale and network of educational and training institutions have developed widely, better meeting the diverse learning needs of the people. The country currently has 15,334 preschool education institutions; 25,467 general education institutions; 1,888 vocational education institutions; 242 higher education institutions; 18,557 continuing education centers.

Up to now, the whole country has completed the goal of universalizing preschool education for 5-year-old children; the results of universalizing primary education and universalizing lower secondary education have been maintained firmly; the scale and quality of vocational education and higher education have increased, basically meeting the requirements of the labor market for human resources; the forms and contents of continuing education have become increasingly diverse, better meeting the people's lifelong learning needs; the quality of education at all levels and training levels has made much progress.

Education management and school administration have changed positively in the direction of promoting decentralization, granting autonomy to educational institutions in developing teaching plans; innovating teaching methods to promote students' positivity, initiative and creativity; promoting university autonomy. The team of teachers and basic education managers has been standardized; facilities and teaching equipment have been improved; digital transformation has been actively implemented throughout the education sector; and important results have been achieved in the socialization of education.

Besides the main results achieved, after 10 years of implementing Resolution No. 29-NQ/TW, there are still shortcomings and limitations that require the joint efforts of the entire political system to promptly overcome.

Within the framework of the conference, delegates discussed and analyzed in more depth the achieved results and difficulties and shortcomings; at the same time, raised proposals and recommendations for effective solutions to implement Resolution No. 29-NQ/TW in the next period.

Concluding the conference, Minister of Education and Training Nguyen Kim Son affirmed the special significance of Resolution No. 29-NQ/TW in paving the way for educational innovation, demonstrating a vision for the country's sustainable and long-term development. Through the conference summarizing 10 years of implementing Resolution 29-NQ/TW, the Ministry of Education and Training hopes to work with ministries, branches and localities to objectively, fully and deeply identify the picture of education nationwide in 10 years. On that basis, propose to the Politburo tasks and solutions to continue fundamental and comprehensive innovation and improve the quality of education and training to meet the requirements and tasks in the new period of the country.

The Minister emphasized the need to be steadfast and consistent with the direction of innovation; at the same time, analyze the difficulties and challenges in the new context, thereby proposing in the Conclusion of the Politburo a number of contents to be able to enhance adaptation, handling and overcoming challenges. The Minister also raised a number of points that need to be mentioned in the draft Conclusion of the Politburo, which revolve around 3 main issues: awareness, institutions and resources.
