The Congress is not only an occasion to summarize and honor the achievements of the patriotic emulation movement in the period of 2020 - 2025, but also to set out directions, tasks and solutions for the period of 2025 - 2030, contributing to the successful implementation of the province's socio -economic development, national defense and security goals, and to make achievements to welcome the 20th Provincial Party Congress, towards the 14th National Congress of the Party.
Comrade Le Hai Hoa, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Chairman of the Provincial Emulation and Reward Council, Head of the Organizing Committee of the 6th Provincial Patriotic Emulation Congress in 2025, gave a speech at the meeting of the Congress Organizing Committee (August 28, 2025).
To promote the propaganda work of the Congress in the province, the Provincial Party Committee's Propaganda and Mass Mobilization Commission issued Official Dispatch No. 420-CV/BTGDVTU, dated August 21, 2025, guiding the propaganda work on the 6th Cao Bang Provincial Patriotic Emulation Congress. The propaganda content is divided into time before, during and after the Congress, specifically:
Before the Congress, focus on disseminating: the purpose, significance, and objectives of the 6th Cao Bang Provincial Patriotic Emulation Congress, the direction and tasks of promoting the emulation movement and improving the effectiveness of implementing the commendation work in the period of 2025 - 2030; (2) Disseminating and praising the achievements and honoring collectives, individuals, typical advanced and outstanding examples in sectors, levels, and fields in the province in implementing emulation movements; thereby arousing and promoting the strength of the national solidarity bloc, creating motivation to successfully carry out the tasks of agencies, units, sectors, and localities according to the Resolution of the 19th Cao Bang Provincial Party Congress, the Resolution of the 13th National Party Congress. (3) Affirming lessons learned in organizing emulation movements and commendation work; in building and replicating advanced examples; Point out the shortcomings and limitations that need to be overcome to continue to innovate emulation and reward work to achieve high efficiency in the coming time. (4) Link the propaganda of the Congress with the achievements in socio-economic development, national defense and security of the province, associated with the results of implementing patriotic emulation movements of agencies, localities, and units in the emulation movement "Promoting learning and following the ideology, morality, and style of Ho Chi Minh " for the period 2020 - 2025. (5) Propagating the 6th Cao Bang Provincial Patriotic Emulation Congress in association with promoting propaganda of emulation movements, works, and projects of agencies and units to welcome the 20th Cao Bang Provincial Party Congress, term 2025 - 2030, towards the 14th National Congress of the Party; Preparations, programs, and contents of the 6th Cao Bang Provincial Patriotic Emulation Congress; cultural and artistic activities, art performances and activities to welcome the Congress.
During the Congress, the propaganda work focused on reflecting: (1) The main developments and contents of the Congress; introducing typical collectives and individuals at the Congress; focusing on propagating good experiences and valuable lessons of Emulation Fighters and advanced models. (2) Introducing typical examples, emulation fighters, good and creative practices. Outstanding results of patriotic emulation movements and commendation work in various fields in the past 5 years (2020 - 2025); emphasizing and clarifying issues that need to continue to innovate in organizing, launching emulation and commendation work in the coming time. (3) Activities taking place during the Congress.
After the Congress, emphasize the results and successes of the 6th Cao Bang Provincial Patriotic Emulation Congress towards the 11th National Patriotic Emulation Congress in conjunction with the results of studying and following Ho Chi Minh's ideology, morality and lifestyle and the results of implementing political tasks of all levels, sectors, localities, agencies and units, making achievements to welcome the 20th Provincial Party Congress, towards the 14th National Congress of the Party. Propaganda of the directions, goals and tasks of the patriotic emulation movement for the period of 2025 - 2030; Propaganda of activities to welcome the success of the Congress; commendation work for the period of 2025 - 2030; continue to commend and promote new factors, advanced models, creating new development momentum for the whole province.
Press and media agencies, the Vietnam Fatherland Front and socio-political organizations of the province, local Party committees and authorities stepped up propaganda, displayed slogans, banners, billboards and posters on central roads, creating a joyful and exciting atmosphere among the people; organized cultural and artistic activities, creating an exciting atmosphere, spreading the spirit of patriotic emulation widely among the people. The work of combating and refuting erroneous and hostile views distorting the Congress was also strengthened, contributing to firmly protecting the Party's ideological foundation.
The 6th Cao Bang Provincial Patriotic Emulation Congress is not only an event to summarize, honor and commend but also has the meaning of starting a new development period (2025 - 2030): continuing to innovate the content and methods of organizing emulation movements; improving the quality and effectiveness of commendation work; replicating advanced models; arousing the aspiration to rise up, building Cao Bang to develop quickly and sustainably.
With the enthusiastic emulation spirit, consensus, solidarity and high determination of the entire Party, the entire army, and all ethnic groups in the province, we believe that the 6th Cao Bang Provincial Patriotic Emulation Congress will be a great success, becoming a great spiritual motivation, encouraging cadres, party members and people to achieve many outstanding achievements to welcome the 20th Provincial Party Congress and move towards the 14th National Congress of the Party.
