Reporting at the working session, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Le Hai Hoa presented the draft documents to be submitted to the Provincial Party Congress for the 2025 - 2030 term, including: Report on the preparation of contents and conditions for the 20th Provincial Party Congress, term 2025 - 2030; Report on receiving the Political Report of the 19th Provincial Party Executive Committee at the 20th Provincial Party Congress; Report on reviewing the leadership and direction of the 19th Provincial Party Executive Committee and Standing Committee, term 2020 - 2025; Personnel plan for the Party Committee for the 2025 - 2030 term; draft Resolution and Action Program to implement the Resolution of the 20th Provincial Party Congress, term 2025 - 2030.
Following the direction of the Politburo and the Secretariat, the preparation work for the 20th Provincial Party Congress has been seriously and properly implemented, and has been basically completed. The Congress is expected to be held in 3 days, from September 23 to 25, 2025. The 20th Cao Bang Provincial Party Congress has the theme: "Improving the leadership capacity and fighting strength of the entire Party and the entire political system; promoting the strength of great national unity, joining hands, unanimity, innovation, creativity, effectively exploiting potentials and advantages, creating breakthroughs to build Cao Bang province to develop rapidly and sustainably, for the happiness of the people"; the Congress motto: Solidarity - Democracy - Discipline - Breakthrough - Development.
The Draft Political Report consists of two main parts: Evaluation of the implementation results of the Resolution of the 19th Provincial Party Congress, term 2020 - 2025; Viewpoints, goals, tasks and main solutions for the 5 years 2025 - 2030. In which, it clearly points out the limitations, causes and draws lessons; at the same time, determines the directions, goals and key solutions for the next term. The main indicator system includes 12 specific quantified indicators with new development orientations, especially indicators on economic structure, digital economy, reducing separate schools, building inter-level boarding and semi-boarding schools, administrative reform, digital transformation, happiness index. Selecting 3 key programs associated with the province's comparative advantages: tourism, forest economy, border gate economy; 3 breakthrough contents: quality of leadership and management staff, scientists and high-quality human resources; transport infrastructure, urban and environmental; science and technology, innovation and digital transformation. To realize the aspiration of rapid, sustainable and happy development, the province has set out 6 major strategic orientations, as pillars for the development model until 2030, with a vision to 2045.
Regarding personnel work, the Provincial Party Committee reviewed, evaluated, arranged and assigned cadres in conjunction with developing a personnel plan for the 2025-2030 term. The personnel introduction process was strictly implemented, promoting democracy, ensuring standards and conditions according to Directive No. 45 and regulations of the Politburo, creating high unity throughout the Party Committee.
President Luong Cuong suggested: The province should continue to review and complete the draft document based on the opinions of the central committees, ministries, branches, the people, scientists, researchers and veteran comrades. The political report needs to clarify the characteristics of the local situation, lessons learned, advantages and difficulties that have a direct impact on the tasks of leadership, direction and organization of the implementation of key tasks of the provincial Party Committee in the coming period. Strengthen propaganda on the theme and motto of the congress, thereby creating consensus among the entire Party, the entire army and the entire people. In particular, the province needs to clearly identify the potential and advantages, emphasizing the province's especially important strategic position in terms of national defense, security, foreign affairs as well as revolutionary traditions, history and culture, which are great spiritual resources to arouse pride and strengthen people's trust in the Party and the State.
In development, it is necessary to clarify the content and resources for implementing key tasks and breakthrough contents; clearly identify models, goals and tasks, especially in the areas of strength in agriculture, industry, trade, tourism, border gate economy associated with national defense - security and environmental protection. Focus on building a streamlined Party and political system that operates effectively, efficiently, and is close to the people; pay attention to personnel policies and social security, focusing on implementing the policy of building 248 boarding schools in border communes; key projects in the area. Focus on inspection and supervision work within the Party; do a good job of ensuring political security, border security, social order and safety; proactively expand foreign relations, cooperation and international integration.
Regarding personnel work, basically agreeing with the draft Project, he suggested that the province continue to review, ensure standards, quality, quantity, reasonable structure, representativeness and ensure comprehensive leadership. For draft resolutions and action programs, it is necessary to review and supplement clearly the key tasks, roadmap, responsibilities and coordination mechanisms to ensure feasibility.
Regarding the time to organize the 20th Congress of Cao Bang Provincial Party Committee, term 2025 - 2030, the Central Party Office is requested to synthesize and report to the Secretariat for comments.
Speaking at the meeting, Secretary of the Provincial Party Committee Quan Minh Cuong respectfully thanked and accepted the direction of President Luong Cuong and the Politburo members and members of the working group. The province continues to focus on directing the preparation for the organization of the 20th Provincial Party Congress, term 2025 - 2030; continue to exploit and promote the advantages and potentials of the locality, arouse the spirit of pride, solidarity, and promote the traditional cultural identity of the ethnic groups in the province.
