Purpose and significance of Prime Minister Pham Minh Chinh's working trip to China

At the invitation of the Chinese Government, Prime Minister Pham Minh Chinh will attend the Shanghai Cooperation Organization (SCO) Summit in Tianjin and work in China from August 31 to September 1 as a guest of the host country.

Could you please tell us the purpose and significance of the Prime Minister 's trip to attend the SCO Summit and work in China?

- Prime Minister Pham Minh Chinh's working trip this time has extremely important meanings and purposes.

First of all , the fact that our Party and State leaders have been invited many times to attend many expanded summits of organizations and mechanisms of which Vietnam is not a member such as G7, G20, BRICS and now SCO shows that international friends and partners highly value Vietnam's role and position, and want to listen to our views and voices on security, political and development issues of the region and the world.

Second , this expanded SCO Summit will be an opportunity for heads of government of SCO member states as well as guest leaders like Vietnam to share and discuss specific measures.

This aims to enhance dialogue cooperation, strengthen multilateralism to maintain and ensure regional stability and security as well as promote sustainable development cooperation - an area that SCO members are increasingly interested in, a fundamental factor to ensure long-term security and development of the Asian region as well as the world.

Third , during this working trip, Prime Minister Pham Minh Chinh will meet with leaders, ministries, sectors and enterprises of China to continue deepening the Vietnam-China Comprehensive Strategic Cooperative Partnership and Community of Shared Future, which has strategic significance, especially promoting substantive cooperation in economic, trade and investment areas and major projects on strategic infrastructure development.

In particular, the upcoming exchanges between Prime Minister Pham Minh Chinh and Chinese leaders will contribute to enhancing strategic exchanges, continuing to consolidate strategic trust and finding solutions to handle remaining differences and disagreements in the relationship between the two countries, thereby continuing to maintain a peaceful and stable environment for the country.

Could you please assess the Vietnam - China relationship in recent times and your expectations for this working trip of the Prime Minister?

- The relationship between the two countries has maintained a positive development momentum in recent times, with many bright spots and increasingly substantive and effective cooperation.

High-level contacts and strategic exchanges take place regularly, senior leaders of the two sides have visited each other regularly, contacts have been flexible, through various forms such as letters and meetings at multilateral forums.

Cooperation mechanisms operate smoothly such as the Bilateral Cooperation Steering Committee, trade and investment cooperation mechanisms as well as defense and security cooperation mechanisms, and border and territorial exchanges all take place regularly with increasingly substantive results.

In particular, the areas of substantive cooperation between the two countries have continued to develop strongly in recent times. According to Vietnam's statistics, bilateral trade turnover between Vietnam and China in 2024 reached 205.2 billion USD, up 19.3%; in the first 7 months of the year, it increased by over 21%.

Tourism cooperation has recovered and grown strongly, with China returning to the top position in the number of tourists to Vietnam with more than 3.1 million arrivals in the first 7 months of 2025, accounting for 22.5% of total international arrivals to Vietnam.

Some key areas of cooperation in strategic infrastructure development such as railways also saw clear progress.

Vietnam's key agricultural products exported to China have also grown strongly. Along with durian, with a total export turnover of over 3 billion USD in 2024, a number of other key agricultural products will continue to be freely exported to the Chinese market.

People-to-people exchanges have been especially vibrant in the context of this year being the Vietnam-China Humanitarian Exchange Year to celebrate the 75th anniversary of diplomatic relations.

Prime Minister Pham Minh Chinh’s working trip this time is highly anticipated. The strategic cooperation orientation between the two sides has been clearly established during the mutual visits between the top leaders of the two Parties and the two countries.

Through the upcoming meetings between Prime Minister Pham Minh Chinh and senior Chinese leaders, China's ministries, sectors and leading enterprises will continue to create new breakthroughs in cooperation projects on strategic infrastructure, science and technology, education and training, green transformation, digital transformation, 5G, 6G, especially cooperation on strategic infrastructure between the two countries, turning high-level awareness into concrete results, bringing benefits to both sides.

This is also an opportunity for Prime Minister Pham Minh Chinh to continue exchanging strategies, enhancing political trust with Chinese leaders, finding solutions to existing problems between the two countries, especially in the East Sea issue, thereby maintaining a peaceful, stable and favorable environment for the development of the two countries in the coming time.
