Proposal to transfer and second 355 cases to commune level

According to statistics from the Hai Phong Department of Home Affairs, up to now, the People's Committees at the commune level have proposed to mobilize and second 335 cases to increase resources for the activities of local governments at two levels.

Implementing Plan No. 196/KH-UBND dated August 12, 2025 of Hai Phong City People's Committee on rotation, transfer, secondment, and strengthening of cadres, civil servants, and public employees when organizing 2-level local governments in the area, according to the review and statistics of Hai Phong Department of Home Affairs, up to now, the People's Committee at the commune level has proposed to transfer and second 335 cases to strengthen activities serving the operation of 2-level local governments.

Of these, 58 cadres, civil servants and public employees need to be transferred or seconded to work at the People's Committee at the commune level (the place of departure and the place of transfer to have been clearly identified); the remaining 277 cases have not yet identified a specific source.

It is expected that in the coming time, the City People's Committee will rotate, mobilize, and second cadres and civil servants with professional qualifications and working experience in the fields of planning, construction, architecture, transportation, land management, resources, environment, education and training, etc., to better meet the new requirements and tasks when operating the 2-level local government model in the area.
