Prime Minister calls on Vietnamese and Brazilian businesses to realize a series of new orientations in economic cooperation

(Chinhphu.vn) - On the afternoon of July 5 (local time), in Rio de Janeiro city, as part of a bilateral activity program in Brazil, Prime Minister Pham Minh Chinh attended the Vietnam - Brazil Business Forum.

The Forum was chaired by the Vietnamese Ministry of Finance in coordination with the Vietnamese Embassy in Brazil. Also attending the Forum were members of the Vietnamese high-ranking delegation; Brazilian Deputy Minister of Agriculture, Livestock and Supply Luis Renato Alcantara Rua, Brazilian Deputy Minister of Science, Technology and Innovation Inacio Arruda; about 50 Vietnamese enterprises and 30 Brazilian enterprises.

This is an important event, not only a bridge for the business community, promoting economic , trade and investment cooperation between the two sides, but also a vivid demonstration of friendship, strategic partnership, development cooperation; contributing to deepening, substantively and effectively the Vietnam - Brazil relationship.

Brazilian President: Developing the "most perfect possible" relationship with Vietnam

At the Forum, representatives of leading corporations and enterprises of the two countries (Embraer, JBS, Cecil of Brazil, Vietnam National Industry and Energy Group (PVN), Military Industry and Telecommunications Group (Viettel), Loc Troi Group) shared about the potential and orientation, cooperation plans in priority areas where both sides have great potential and strengths such as aviation; agriculture, food; heavy industry, metallurgy; energy; telecommunications... Brazilian enterprises all highly appreciated the potential and said they are ready to increase cooperation and investment in Vietnam.

Brazilian Deputy Minister of Agriculture, Livestock and Supply Luis Renato Alcantara Rua assessed that the relationship between the two countries is at a historic moment, based on the friendship between the two countries, the two peoples and the friendship between the leaders of the two countries. He said that Brazilian President Luiz Inacio Lula da Silva wants to promote and develop the "most perfect possible" relationship with Vietnam.

According to opinions at the conference, after 36 years of establishing diplomatic relations (1989-2025), Vietnam - Brazil relations have developed positively in all aspects, been constantly consolidated and upgraded to Strategic Partnership in November 2024. In particular, economy, trade and investment hold an important position and are always promoted.

In terms of trade, Brazil is Vietnam's largest trading partner in Latin America and the second largest in the Americas. Bilateral trade turnover in 2024 is expected to reach nearly 8 billion USD, an increase of 12.2% compared to 2024, accounting for more than 34% of Vietnam's total trade turnover in Latin America. In the first five months of 2025, two-way trade turnover reached 3.33 billion USD. In the coming time, the two countries have affirmed their determination to bring bilateral trade turnover to 15 billion USD by 2030.

Regarding investment, two-way investment cooperation is making many positive developments; a number of enterprises are researching and implementing practical cooperation projects in both countries in areas with much room for growth, especially high-tech agriculture; digital transformation, e-commerce; deep processing and logistics, etc.

However, the above cooperation results are still not really commensurate with the cooperation potential of the two sides. The two economies still have much room for cooperation and mutual development.

In recent times, Vietnam has recorded achievements in recovery and development beyond expectations, becoming a bright spot in growth in the region and the world. Meanwhile, Brazil has become one of the major economies in the region and the world, a key member of the group of major emerging economies (BRICS), with a GDP of nearly 2 trillion USD.

In particular, although the two countries are geographically distant, they have many similarities. Both countries have important positions and roles in the region and the world: Brazil is a model of a dynamic and creative country, a financial, economic and industrial center of South America, MERCOSUR, BRICS and the world. Brazil is an important bridge between Asia and the ASEAN region with the South American region.

Meanwhile, Vietnam is a dynamic country with a lot of potential and advantages, full of aspirations for development and mutually beneficial cooperation, ready to be a bridge for Brazil to promote cooperation with ASEAN - the most dynamic economic region in the world today.

The two countries have many unique cultural heritages; the people of the two countries love peace and wish to promote exchanges and cooperation in the fields of culture, arts, tourism, sports, especially football.

Cooperation in production and deep processing of agricultural products on the spot

Speaking at the Forum, Prime Minister Pham Minh Chinh emphasized that the world situation is changing very rapidly, bringing many opportunities and advantages but also more difficulties and challenges.

Therefore, it is necessary to promote solidarity, unity, uphold multilateralism, promote free trade, and not politicize trade and science and technology to overcome difficulties and challenges, and effectively respond to national, comprehensive, and global issues that no country can solve on its own.

The Prime Minister assessed that after many years of establishing diplomatic relations, the bilateral relationship between Vietnam and Brazil has grown from low to high and is now at its best stage ever. The Prime Minister emphasized the need to maintain, consolidate, enhance and develop this relationship to become increasingly better, stable, sustainable and long-term with a long-term vision, thinking deeply and doing great things, contributing to peace, stability, cooperation and development in the region and the world.

Sharing about Vietnam's vision and actions to realize the country's development goals by 2030 and 2045, the Prime Minister said that Vietnam identifies stability for development, development creates stability and has no other purpose than to firmly protect the country's independence, sovereignty, unity, and territorial integrity and constantly improve the material and spiritual life of the people.

In recent times, Vietnam has become a bright spot in terms of growth in the region and the world. GDP growth in each quarter is higher than the previous quarter, the first 6 months of 2025 is the highest in the same period in nearly 20 years and is among the highest growth groups in the region and the world.

Macroeconomic stability, inflation under control, major balances ensured (revenue meets expenditure, exports meet imports, enough to eat, food security, energy, labor supply and demand are guaranteed).

The average CPI in the first 6 months increased by 3.27%. Exports and imports in the first 6 months reached 431.5 billion USD, up 16%, of which exports increased by 14.2%, imports increased by 17.9%, with a trade surplus of 7.19 billion USD. State budget revenue in the first 6 months was over 1.33 quadrillion VND, reaching 67.7% of the yearly estimate, up 28.3% over the same period.

FDI attraction in the first 6 months reached 21.5 billion USD, up 32.5%, the highest in the past 15 years; realized FDI capital reached 11.7 billion USD, up 8.1%.

Vietnam is focusing on drastically implementing many new tasks and works, including revolutionary and historical contents such as focusing on restructuring the apparatus; restructuring administrative units and building a two-level local government model; drastically implementing the "four pillars" according to the Politburo's resolutions and drafting other resolutions on health, education, and culture, bringing the country into a new era of development.

Announcing the very good and successful results of the talks with the President of Brazil, the Prime Minister said that the two economies have strengths that complement each other very clearly, "what Brazil lacks, Vietnam has potential, what Brazil has strengths, Vietnam needs", for example, the fruits of the two countries are very rich but have different seasons.

Assessing that both countries have important positions and roles in South America and Southeast Asia, the Prime Minister hopes that the two countries will continue to promote their role as a bridge between two regions with much potential, advantages, and dynamic development.

On the basis of good political and diplomatic relations and common core values ​​between the two countries, in the spirit of "harmonious interests and shared risks", the Prime Minister called on businesses of the two countries to promote connection, cooperation, investment, and concretize the agreements of the two countries' leaders.

Specifically, implementing 3 key and breakthrough cooperation areas including: Agriculture; science and technology, innovation, digital transformation, telecommunications; mineral exploitation and processing (copper, oil and gas, etc.).

At the same time, the two sides further opened their markets for each other's agricultural products. The Prime Minister said that on this occasion, Brazil exported its first batch of beef to Vietnam and Vietnam exported a batch of tra-basa fish and tilapia to Brazil.

Brazil affirmed its willingness to import more seafood and rice from Vietnam. The two sides also agreed to sign an agreement on ensuring stable and long-term food security for Brazil, in which Vietnam will export rice to stabilize food for Brazil.

In particular, Brazil and Vietnam are the two largest and second largest coffee producing countries in the world. The two sides agreed to promote cooperation in the coffee industry, promote the formation of coffee production and export alliances, research and build coffee trading floors, build a common coffee brand and enhance the culture of enjoying coffee associated with the cultures of the two nations.

The two sides also promoted a new direction of cooperation, which is to invest in production and deep processing of agricultural products on the spot to serve the two countries' markets and export to other countries, promoting the strengths of each country, optimizing costs and harmonizing benefits. The Prime Minister gave an example: Vietnamese enterprises can grow rice and process rice right in Brazil, while Brazilian enterprises can raise livestock and process meat in Vietnam.

The two sides also agreed to soon conclude the FTA negotiations between Vietnam and the Southern Common Market (MERCOSUR) in the last 6 months of 2025, as well as promote the FTA between Vietnam and Brazil, thereby supporting each other in the current difficult context. At the same time, perfect the legal foundation for investment and labor cooperation, facilitate visas, expand direct flights, etc. to further promote cooperation between businesses.

The Prime Minister hopes and calls on businesses to contribute to concretizing the very good political and diplomatic foundation between the two countries into economic measures, connecting businesses, connecting the two economies, "bringing friendship, friendship, sincerity into products, specific results, measurable, bringing benefits to both countries". The Vietnamese Government is committed to creating all favorable conditions for Brazilian investors to cooperate and invest successfully, sustainably, and long-term in Vietnam.
