Prime Minister wishes Hai Phong 'unity, wealth, modernity, prosperity, civilization, and happiness'

Speaking at the ceremony, Prime Minister Pham Minh Chinh emphasized: "This is a historic event, a milestone marking an important turning point, opening a new chapter for the development of the locality and the Red River Delta, contributing to promoting the prosperity of the country."

The Prime Minister affirmed that the arrangement of provincial-level administrative units, the abolition of district-level and the merger of commune-level units is a major policy of the Party and State to streamline the apparatus, improve the effectiveness and efficiency of state management, reduce staff, enhance the quality and responsibility of cadres, civil servants and public employees; at the same time, concentrate resources, expand development space, and effectively exploit local potential and advantages.

Prime Minister Pham Minh Chinh presented the Politburo's decision on appointing the new Secretary of the Hai Phong City Party Committee for the 2020-2025 term to Mr. Le Tien Chau.

According to the Prime Minister, Hai Phong City and Hai Duong Province are lands rich in historical, cultural and heroic traditions. The merger of these two administrative units into the new Hai Phong City demonstrates the strategic thinking and vision of the Party and State to optimize resources and create new growth poles to lead the development of the region and the whole country.

The Prime Minister requested Hai Phong City to quickly complete its organizational structure, arrange a team of officials with both virtue and talent, who dare to think, dare to do, and dare to take responsibility. Ensure the apparatus operates smoothly, effectively and efficiently; promote digital transformation, and provide high-level online public services.

The new administrative center of Hai Phong City is located in Thuy Nguyen Ward.

The Prime Minister emphasized that Hai Phong needs to focus on socio-economic development, national defense and security; build new development plans and strategies with a long-term, synchronous and modern vision; and build high-quality human resources. At the same time, promote solidarity and unity within the political system and the people; and prepare well for the Hai Phong City Party Congress for the 2025-2030 term.

"With its revolutionary tradition, spirit of courage, determination to win, creativity and aspiration to rise up, we believe that the new Hai Phong City will quickly become a model, modern, smart and sustainable coastal city, contributing to building and protecting the Fatherland," said the Prime Minister.

The Prime Minister also wished the Party Committee, government and people of Hai Phong City (new) to achieve many miracles, successfully build the model of " Civilized - Happy City" and dedicated the locality 12 words "Solidarity, prosperity, modernity, prosperity, civilization, happiness".

Hai Phong City (new) was established on the basis of arranging the entire natural area and population size of Hai Phong City and Hai Duong province.

Hai Phong City (new) has a natural area of 3,194.72 km2 ^, population of 4,664,124 people; has 114 commune-level administrative units, including 67 communes, 45 wards and 2 special zones.
