Prime Minister chairs Government online conference with 34 provinces and cities and more than 3,300 communes, wards and special economic zones

On the afternoon of July 3, Prime Minister Pham Minh Chinh chaired a regular Government meeting and an online conference between the Government and localities for June 2025.

The conference was connected online from the Government Headquarters to 34 provinces and cities and more than 3,300 communes, wards and special zones nationwide.

According to the program, the meeting focused on assessing the socio -economic situation in June, the second quarter and the first 6 months of 2025; the situation of allocation and disbursement of public investment capital; the implementation of national target programs; the direction and administration of the Government and the Prime Minister; the results of the implementation of assigned tasks, administrative procedure reform; key tasks and solutions in July and in the coming time.

In his opening speech, Prime Minister Pham Minh Chinh stated that this is the first Government conference after the historic revolution to rearrange administrative units and officially operate the two-level local government apparatus simultaneously from July 1 in 34 provinces and cities, 3,321 communes, wards, and special zones nationwide.

On behalf of the Government, the Prime Minister sent greetings, best wishes and best wishes to all delegates from the central to grassroots levels.

The Prime Minister pointed out that we have passed half of 2025 in the context of many new, rapid, complicated and unpredictable developments in the world situation, but in general, there are more difficulties and challenges than opportunities and advantages. Domestically, we are synchronously implementing 8 particularly important tasks, including the revolution of streamlining the apparatus and organization of local governments at 2 levels; promoting economic growth of 8% or more in 2025 and creating momentum, force and potential for double-digit growth in the coming years; negotiating tariffs with the United States and expanding and diversifying markets, products, supply chains and production; submitting for promulgation and organizing the implementation of resolutions of the Politburo and resolutions of the National Assembly and the Government on the "four pillars"; the historic 9th session of the 15th National Assembly; organizing Party congresses at all levels, leading up to the 14th National Party Congress; organizing a series of major national anniversary events...

The Prime Minister emphasized that in that context, thanks to the drastic participation of the entire political system, the support and participation of the people and the business community under the leadership of the Party, the assistance and cooperation of international friends, the socio-economic situation is generally better month after month, better quarter after quarter, and overall the first 6 months of 2025 is better than the same period in most areas.

However, the Prime Minister pointed out that we must frankly acknowledge that the socio-economic situation still has many limitations, difficulties and challenges. Traditional driving forces must have measures to accelerate, and new driving forces have not been fully exploited.

The Prime Minister proposed clearly defining key tasks and solutions in July, the third quarter and the remaining time of 2025 to complete the goals and tasks of 2025 and the entire term according to the Resolution of the 13th National Congress.

In particular, the Prime Minister emphasized the tasks and solutions to stabilize the government apparatus at all levels; achieve a growth rate of 8% or more in 2025; tasks in the fields of culture, society, environment, national defense, security, and foreign affairs; specific goals in developing transport infrastructure, eliminating temporary and dilapidated houses, and building social housing; using increased revenue to complete the construction of solid schools in remote, isolated, border, and island areas.
