Prime Minister: Need to increase decentralization for the Capital

The Government leader requested that the draft revised Law on the Capital should promote decentralization and delegation of power in state management for Hanoi city.

Chairing a session on law-making on the afternoon of August 24, Prime Minister Pham Minh Chinh noted that the areas that need to be further decentralised for Hanoi are the apparatus, staff, payroll, resources, finance,education , training, health, science and technology, planning, and environment. In the financial sector, the focus of decentralisation is on taxes, land resources, public-private partnerships, and public transport-oriented urban development (TOD).

The health and education sectors need unified professional guidance from the central to the grassroots level, "but in terms of people and organization, decentralization must be strengthened". Decentralization also aims to develop science and technology and further innovation.

The head of the Government believes that it is necessary to stipulate a specific mechanism to meet the requirements of the capital's development. The regulations in the draft must be flexible, not rigid, and easy to implement. "Minimize procedures and intermediaries, increase digital transformation, and avoid inconvenience for people and businesses," said the Prime Minister.

In February, when discussing the draft revised Capital Law, the Prime Minister requested that mechanisms that have been allowed to be piloted in other localities be selected. If practice proves correct and suitable for Hanoi's conditions, they should be included in the draft. Hanoi needs policies to create new development momentum in investment and finance, including mobilizing public-private partnerships and attracting resources. The capital also needs a mechanism to attract high-quality human resources and utilize talents. Priority areas include innovation, green economy, digital economy, and circular economy.

Working with the Standing Committee of the Hanoi Party Committee in May, the Prime Minister emphasized that Hanoi must take the lead in encouraging and protecting the mindset of daring to think, daring to do, daring to take responsibility, and overcoming the tendency to rely on others and fear responsibility.
