Pursuant to Resolution No. 57/NQ-TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; Resolution No. 03/NQ-CP dated January 9, 2025 of the Government on promulgating the Government's Action Program to implement Resolution 57/NQ-TW; in Notice No. 03/TB-BCĐ dated March 6, 2025 of the Central Steering Committee announcing the Conclusion of General Secretary To Lam - Head of the Steering Committee at the second meeting, in which: The Ministry of Public Security coordinates with relevant units to deploy the digital literacy movement to popularize basic knowledge about digital transformation for all people on a digital platform.
On March 26, 2025, at Hanoi University of Science and Technology, Prime Minister Pham Minh Chinh and representatives of relevant ministries and branches launched the movement and launched the "Digital Popular Education" platform.
On the afternoon of July 14, the Department of Administrative Police for Social Order announced: Up to now, through the "Digital Popular Education" platform, there have been 45,241 courses (according to the courses); 16,707 courses; independent study: 28,534 courses. Of which, 8,740 courses have been trained for officers and soldiers of the Hanoi City Police.
Continuing to promote the achieved results, C06 advised the leaders of the Ministry of Public Security to coordinate with the Ministry of Construction, the Ministry of Education and Training, the Cyber Security Association, and Hanoi University of Science and Technology to develop and evaluate 5 learning materials for the popular digital education software, including: Digital transformation for Project 06; Information security; driving theory course; courses on digital competency framework.
When learners access the "Digital Popular Education" platform and log in with VNeID to participate in courses easily and conveniently, anywhere, anytime, saving time and effort in traveling, being able to study multiple times, improving the effectiveness of training and education.
For businesses and government agencies, the "Digital Popular Education" platform saves time and training costs. Trainees of businesses are trained online on a single, centralized platform, minimizing wasteful investment in multiple platforms (estimated to save about 80% of time and costs compared to traditional training).
Through the platform, proactively build training materials according to needs, choose flexible training time and subjects, easy to implement; accurately identify learners, prevent cheating in learning and exams; issue digital certificates, reduce paperwork related to certifications and degrees.
In the coming time, implementing the direction of the Minister of Public Security, C06 will continue to complete and put the user manual for the administrative procedure settlement information system and deploy Plan No. 02-KH-BCDTW dated June 19, 2025 on the digital popular education platform.
Proactively coordinating with ministries, branches, localities and enterprises, Hanoi University of Science and Technology develops and completes user manuals and training documents for cadres, civil servants and public employees.
At the same time, continue to develop new courses; coordinate with the Department of Training - Ministry of Public Security to bring documents not included in the list of state secrets to training on the digital popular education platform; short-term training programs of ministries and branches.
