Ensuring the operation of medical stations after the merger

Implementing the two-level local government model, Hanoi's commune and ward health stations quickly stabilized their organization and operated smoothly in primary medical examination and treatment and implemented community health programs.

Since the beginning of July, commune and ward health stations in Hanoi have continued to maintain initial medical examination and treatment activities, carry out expanded vaccination, prevent epidemics, provide reproductive health care, and ensure food safety...

At Phuc Thinh Commune Health Station, many people come to see a doctor, get medical treatment and receive health insurance medicine.

Mr. Nguyen Dang Phuc (65 years old, in Phuc Thinh commune) said: “Implementing a two-level local government, my commune merged into the new commune, which is now Phuc Thinh commune. I came to the station with a chip-embedded citizen ID card registered for health insurance, all information has been changed according to the new administrative boundaries. The doctors and nurses at the station welcomed me enthusiastically, my medical examination went smoothly.”

Similarly, Giang Vo Ward Health Station continues to carry out professional tasks to ensure requirements. Head of Giang Vo Ward Health Station Nguyen Thanh Hieu said: “Since operating a two-level local government, Giang Vo Ward has quickly and stably deployed personnel work. Upon receiving the decision, we immediately began operating, seriously implementing the 17 key tasks issued by the Hanoi Department of Health.”

Giang Vo Ward Health Station has deployed and assigned specific tasks to departments, developed specific plans for medical activities and programs; directed departments and stations to proactively monitor, isolate, and handle epidemic cases in the area; made detailed plans and implemented safe and effective regular vaccinations on schedule; organized communication activities on World Population Day, July 11, etc.

However, the operations of some medical stations in Hanoi in the early days after the merger and operation of two-level local governments also encountered certain difficulties.

Head of Long Bien Ward Health Station Nguyen Khac Thuy shared: "Currently, the station is still facing difficulties in personnel issues, one staff member of the station is assigned many activities and programs. In addition, electronic health software and population management need to be updated soon so that activities at the station can run smoothly."

At Duong Hoa Commune Health Station, Station Head Khanh Thi Viet Ha said: "The station continues to maintain its tasks, however, the facilities of the new station headquarters need to be upgraded and repaired; additional equipment and machinery are needed to ensure operations, improve the quality of medical examination, treatment and disease prevention."

Duong Hoa Commune Health Station proposed that the Department of Health support the stations in bidding, implementing the supply of drugs and medical supplies to ensure sufficient quantity and quality, and at the same time, soon have a plan to guide the health stations to effectively implement health programs.

In order to grasp the situation and promptly support 126 commune-level health stations in the area during the initial implementation of the 2-level local government model, the Hanoi Department of Health has established working groups to directly go to health stations to guide and provide professional and technical support to officers and employees there.

At the working sessions, the units reported on the contents related to the implementation of professional tasks at the Health Station, discussed the difficulties and problems of the units when implementing the 2-level local government model to receive answers and guidance.

Deputy Director in charge of the Hanoi Department of Health Nguyen Dinh Hung said that health stations need to ensure two main tasks: state management and professional work. Health stations when implementing the two-level local government model are larger in scale, so it is necessary to invest in infrastructure and human resources. In the process of implementing professional activities, if there are difficulties, health stations need to immediately report to the Department of Health for support and resolution.
