After Deputy Prime Minister Le Thanh Long inspected and worked with the Provincial People's Committee to direct the removal of "bottlenecks" at the Khanh Hoa - Buon Ma Thuot Expressway Project (component project 1), the locality and the investor reviewed and urgently implemented the instructions in Conclusion Notice No. 114, dated March 17 of the Government Office .

According to the report of the Provincial Management Board of Investment and Construction of Agricultural and Transport Works (project investor), in the Conclusion Notice No. 114, Deputy Prime Minister Le Thanh Long requested the Provincial People's Committee to focus on leadership, drastic direction, and resolve difficulties to hand over the remaining 2.2km of land due to 40 households, and proactively speed up the relocation of 3 220kV power line locations. Up to now, the first 2.2km of land has been handed over to the construction unit. Regarding the relocation of 3 220kV power line locations including 12 foundation columns, up to now, the relevant units have completed 8 locations and are installing 4 foundation columns (expected to be completed before July 30). Although the relocation of the foundation columns has not been completed on time in March 2025 as directed by the Deputy Prime Minister, it has not basically affected the construction progress of the main line, only affecting the operation process due to clearance problems. This problem has been resolved by the contractor to ensure safety at intersections.
The leader of the Provincial Management Board of Investment and Construction of Agricultural and Transport Works said that during the implementation of site clearance for the Khanh Hoa - Buon Ma Thuot Expressway Project (component project 1), the People's Committee of Ninh Hoa Town (old) had to carry out many projects at the same time, leading to overload and affecting the site clearance progress of the project. However, with the close direction of the province and the coordinated efforts of the locality, up to now, most of the problems at the time of Deputy Prime Minister Le Thanh Long's inspection have been resolved, creating conditions for the contractor to speed up the construction progress.
Determined to complete on time
According to the report, the Khanh Hoa - Buon Ma Thuot Expressway Project (component project 1) has a total site clearance area of nearly 228.2 hectares. Up to now, the Ninh Hoa Land Fund Development Center has approved compensation plans for 1,033 cases (100%), with a disbursement value of more than 525 billion VND. The Center has handed over the site for actual construction on site for 31.5km along the route (100%) with an area of nearly 228.2 hectares (100%). For the Ha Thanh Resettlement Area Project, site clearance has been completed. The Provincial Management Board of Agricultural and Transport Construction Investment Projects has handed over to the locality a total of 197/200 plots of site resettlement land, enough to accommodate all cases affected by the project that are eligible for resettlement. The Provincial People's Committee has issued a certificate of registration for exploitation of Ninh Than - Ninh Thuong 2 soil mine and Ninh Than - Ninh Thuong soil and rock mine, basically meeting the demand for soil and rock materials for construction. The Project Management Board has sent a document to the Provincial People's Committee and the Department of Agriculture and Environment to consider supplementing the source of sand materials of 69,100m3 . The Department of Agriculture and Environment has reported to the Provincial People's Committee to propose surveying 2 sand mines in Suoi Sim Lake and Suoi Trau Lake to ensure the source of sand for construction.

Up to now, the Khanh Hoa - Buon Ma Thuot Expressway Project (component project 1) has disbursed more than VND 1,737 billion/VND 3,620 billion, reaching nearly 50% of the contract value. Construction package No. 1, 22km long, implemented by Son Hai Group Company Limited, has constructed 21.95km of roadbed, drainage culverts and 12/12 bridges, reaching 60.31% of the contract value. Construction package No. 2, 9.5km long, implemented by Phuong Nam - Bac Trung Nam - Dong Duong Joint Venture, has constructed 9.5km of roadbed, drainage culverts and 6/6 bridges, reaching 36.17% of the contract value. Construction package No. 3, construction of 2 bridges , implemented by Truong Son Construction Corporation, is implementing bored piles and bridge piers, reaching 31.1% of the contract value. Mr. Nguyen Quy Tuan - Deputy Commander of Construction Package No. 3 said that the company is responsible for constructing the bridge at Km30 and Cua Dong bridge with a total length of more than 900m. To speed up the progress, the company mobilized more than 100 workers and dozens of equipment and machinery to the construction site, taking advantage of the sunny weather to work day and night, striving to complete these two bridges by March 2026. However, in May and June, unusually heavy rains occurred at the construction site, affecting the construction progress.
Mr. Pham Van Hoa - Deputy Director of the Provincial Management Board of Investment and Construction of Agricultural and Transport Works said that in 2025, the Khanh Hoa - Buon Ma Thuot Expressway Project (component project 1) was allocated capital of VND 1,375 billion. Up to now, the Project Management Board has disbursed VND 486 billion, reaching 35.35%; the disbursed capital is not high because from the beginning of the year to mid-April, there were still problems with site clearance, so the contractor only focused on constructing the roadbed and the substructure of the bridge with low output value. After the problems were resolved, the contractors focused on constructing "3 shifts, 4 shifts" of the crushed stone aggregate, asphalt concrete pavement and the upper structure of the bridge with high output value, ensuring that all the capital allocated to the project will be disbursed this year.
The Khanh Hoa - Buon Ma Thuot Expressway Project (component project 1) is 31.5km long, with a total investment of VND 5,333 billion, and is expected to be completed in early 2027. After completion, Component Project 1 (invested by the Provincial Management Board of Investment and Construction of Agricultural and Transport Works) will connect with Component Project 2 (invested by Project Management Board 6) and Component Project 3 (managed by the Dak Lak Provincial People's Committee) to shorten the distance from Khanh Hoa to Dak Lak from nearly 200km to 117km, contributing to traffic connection and creating momentum for socio-economic development in the South Central Coast and Central Highlands regions.
