The Ministry of Education and Training announced on the evening of July 14 that it will hold a conference to inform about the 2025 High School Graduation Exam scores on the afternoon of July 15 at the headquarters of the Ministry of Education and Training.

In addition to Permanent Deputy Minister Pham Ngoc Thuong, Head of the National Steering Committee for the 2025 High School Graduation Exam, the conference was chaired by Director of the Department of Quality Management, Ministry of Education and Training Huynh Van Chuong and Deputy Director of the Department of Quality Management Nguyen Ngoc Ha.

In addition to announcing the score distribution of the 2025 High School Graduation Exam, providing information from the National Steering Committee for the 2025 High School Graduation Exam and the Score Distribution Analysis Team, the conference also had time for exchange and discussion between the National Steering Committee for the 2025 High School Graduation Exam; the Score Distribution Analysis Team with experts and reporters.

Previously, according to many teachers, this year's math exam had significant changes in structure, increasing application and high-level application questions.

Meanwhile, the English test is considered to have a higher level of difficulty in both vocabulary and sentence structure.

This year's high school graduation exam scores are therefore forecast to be lower than in 2024, especially in the two subjects of math and English. This leads to the possibility of a decrease in the standard score for university admission based on graduation exam scores, especially for the combinations D01, A01, D07.

2025 is the first year that the Ministry of Education and Training will develop exam questions without relying on a question bank with closed, testing, and even standardized processes.

Professor Nguyen Ngoc Ha, Deputy Director of the Department of Quality Management, Ministry of Education and Training, said that the process of building exam questions based on question banks has been implemented in recent years for the 2006 program. However, for the 2018 program, instead of using a question bank, the Ministry of Education and Training uses a question library, but this question library is only for reference. This year's exam questions are built based on expert methods as well as on the basis of basic references to published questions, which have been tested for difficulty and the level of response to teaching and learning.

In particular, this year's exam is very different from previous years' exam preparation. Previously, the exam was built on a pre-existing matrix, for example, there would be one or two questions in a certain content section, but this year there is no such matrix. The exam matrix is randomly generated during the exam preparation process, no one knows the matrix in advance. "During the exam preparation process, the software will generate the exam matrix completely randomly, it can combine this topic, it can combine another topic, the level of thinking, recognition, understanding, and application is completely generated randomly" - Professor Nguyen Ngoc Ha said.

However, according to experts, with standardized exams such as high school graduation exams, before being included in the official exam, the assessment of whether a question is difficult or easy, how it differentiates between groups of candidates and what its quality is should not be based solely on the question compilation and appraisal team, but it needs to be scientifically evaluated through the process of experimental design and data analysis applying measurement theories.

A lecturer at Hanoi National University of Education said that the high school graduation exam for students nationwide needs to be built according to pedagogical, scientific, standardized principles, focusing on learners and aiming for fairness, reliability, and measuring the correct output standards of the generaleducation program. The exam needs to be standardized through practical testing, and must go through many rounds of testing to assess difficulty, validity, and reliability.

According to this expert, the lack of transparency in the question-making process cannot be overlooked. To ensure the stability of the national high school graduation exam, the Ministry of Education and Training needs to standardize the national exam-making team in terms of both expertise and question-making techniques, design standardized tests that accurately reflect output standards and ensure reliability.

An examination expert said that it is urgent to build a national standardized question bank, which is an important technical foundation but has not yet been established. Building a test for an exam with up to a million candidates is very important, so it cannot rely solely on the experience of experts.

And when the question bank has not been built, the test design also needs to follow a standardized process, in which all test questions, after being carefully compiled and evaluated, need to be tested and analyzed in depth.
