Ensure exam security

Ms. Nguyen Thi Minh Nguyet, Deputy Director of the Department of Education and Training of Ninh Binh, said that after the exam, the locality will arrange the area for marking multiple-choice and essay tests in a location with adequate facilities, fire prevention and fighting plans, and the provincial police force will monitor and protect 24/7 to ensure security and safety for the exam.
In particular, the exam rooms and multiple-choice exam scoring areas have enough cameras according to regulations.
After merging the province on July 1, the Department of Education and Training of Ninh Binh province has completed the Ninh Binh Provincial Examination Council to carry out the marking stages with one Examination Council, many Marking Boards, Marking Boards, and Secretariat.

In Phu Tho, after the merger, the locality established 3 examination marking subcommittees based on on-site facilities, on-site human resources, and on-site logistics.
Phu Tho Department of Education and Training said that it has developed a detailed plan for officials and teachers to carry out the exam marking work according to the process and instructions. The exam steering committee has added and strengthened members to direct the overall exam marking situation. The merger does not affect the progress or quality of exam marking for candidates.
According to the Report of the Department of Education and Training of Bac Ninh province, when merging the two levels of local government, the Provincial People's Committee has completed the Steering Committee for the 2025 High School Graduation Exam and the Bac Ninh Provincial Examination Council, on the basis of utilizing resources from the Examination Steering Committees of the two provinces of Bac Giang and Bac Ninh (old). Accordingly, the two examination boards will continue to be held at the two locations as before.
Mr. Bach Dang Khoa, Deputy Director of the Department of Education and Training of Bac Ninh province, said that the Examination Council has fully prepared facilities and equipment for marking the exam such as computers, exam scanners, servers, printers, stationery, and personnel participating in marking the exam... At the same time, plans to ensure security and safety for the marking area and the exam marking area have also been tightened, including fire prevention and fighting equipment and scenarios for handling unusual situations that may occur.
“In the first days of implementing the marking and general assessment, the cadres and teachers participating in marking basically met the professional requirements; the difference in scores between the two examiners was within the allowable limit and there was no need to invite a third examiner. The marking was carried out seriously,” said the leader of the Department of Education and Training of Bac Ninh.
In Hanoi, the locality with the largest number of candidates taking the exam nationwide (more than 10%), there will be a huge number of exam papers. Hanoi has mobilized more than 800 exam markers. After the candidates finish the exam, the exam markers start the work of cutting the test papers and marking the exam papers.
The issue of ensuring safety for the exam was carefully calculated in advance, especially in unpredictable weather conditions.
No pressure, no mistakes
Inspecting the exam marking work in Bac Ninh and Ninh Binh provinces, Deputy Minister of Education and Training Pham Ngoc Thuong reminded teachers to mark exams on schedule, in accordance with regulations, and accurately reflect the nature of the exam to ensure fairness for students nationwide.
Regarding the essay subject, he assessed that localities have organized for officials to exchange, discuss and agree on the marking method throughout the implementation process. Any shortcomings and problems that arise are promptly detected and reported for adjustment and handling, in order to ensure the highest benefits for candidates.
The Deputy Minister emphasized that the exam marking must accurately reflect the test results of the candidates, and at the same time, recognize their efforts and attempts.
Grading the Literature exam, although there is a grading guide and each teacher's feelings are different, the scores are not too different from the set grading scale.
In addition, the Deputy Minister noted that the councils must continue to grade the exams according to the set plan. The process of marking and grading multiple-choice and essay exams must be strictly implemented in accordance with regulations and procedures.
Deputy Minister Pham Ngoc Thuong also requested that the exam marking councils clearly understand the focal points and responsibilities, and not force the progress, especially when marking essays, because this will lead to the risk of errors or wrong scores for candidates' exams.
According to the plan, after July 5, the Ministry of Education and Training will announce the answers to the subjects; at exactly 8:00 a.m. on July 16, the Examination Councils will announce the results of the High School Graduation Exam to candidates.
