In the context of arranging and organizing the two-level local government apparatus, provinces and centrally-run cities have had exam marking plans suitable to reality, ensuring the progress of announcing scores on July 16.
Proactive human resources and facilities
Immediately after completing the exam supervision, the exam marking work in Nghe An was quickly deployed according to plan. Mr. Thai Van Thanh - Director of the Department of Education and Training of Nghe An said that the locality has prepared facilities, selected and directed the exam sites to ensure security, safety and convenience for the exam marking work. At the same time, mobilized teachers with capacity, good moral qualities and objectivity to mark the exams to ensure accuracy and fairness for students.
Following the direction of the Ministry, the Nghe An Department of Education and Training established the Examination Council for the 2018 General Education Program and the 2006 General Education Program in a systematic and regulated manner. The Essay Examination Council consists of nearly 300 examiners, including 266 examiners for the 2018 General Education Program, 10 examiners for the 2006 General Education Program and 23 examiners for testing. The examiners work in the examination room, test, combine exams... according to the assigned process.
For the multiple-choice test scoring council, there are 41 people working in 3 scoring rooms (2 scoring rooms for the 2018 General Education Program, 1 scoring room for the 2006 General Education Program, with 2 independent server and workstation systems for the 2 programs). Previously, the department sent staff to receive training on multiple-choice test scoring software organized by the Ministry of Education and Training .
At the same time, assign tasks, disseminate and thoroughly understand the regulations to each member and the examination board. All areas for marking multiple-choice and essay exams are strictly protected and guarded by police. In particular, the rooms for storing and marking multiple-choice exams have police and cameras monitoring 24 hours a day, ensuring safety and fire prevention...
Regarding the information that the 2025 High School Graduation Exam in Hue City will take place seriously and safely, Mr. Nguyen Tan - Director of the Department of Education and Training of Hue City said: From June 28, the exam marking committees and the marking committees have met to implement marking from June 29. With the specificity of organizing the exam in parallel for 2 groups of candidates (taking the exam according to the 2018 General Education Program and the 2006 General Education Program), the marking of the 2025 High School Graduation Exam is directed and implemented by Hue City with 2 independent processes according to the regulations of the 2 corresponding exam regulations.
Regarding mobilized human resources, the Examination Board under the 2018 General Education Program consists of 146 people; the Examination Board under the 2006 General Education Program consists of 21 people; the force ensuring safety of the examination marking work consists of 45 people. For essay marking, teachers marking the examination papers under the 2006 General Education Program will not participate in marking the examination papers under the 2018 General Education Program and vice versa.
The multiple-choice test marking process is carried out in two independent processes, with different marking software systems, servers, and workstations, and is arranged in two different areas for the two marking teams. The multiple-choice test marking team of the 2006 General Education Program, after completing the marking of the test, will be added to the test marking team of the 2018 General Education Program.
The Examination Council thoroughly grasps the planning of the examination, the Examination Regulations, discusses the examination marking instructions, answers, grading scales and general marking; organizes exchanges and draws experiences during the examination marking process; holds a meeting to summarize and draw experiences after completing the examination marking work... strictly following the regulations. Collects information receiving/transmitting devices of the person performing the task at the Examination Board right before each marking session and throughout the examination marking session.
Facilities, equipment and means for the Examination Council/Board of Examiners were deployed carefully and methodically. Working groups of the Department of Education and Training conducted a comprehensive inspection of the prepared work, promptly supplemented and corrected limitations and shortcomings, ensuring conditions for good organization of examination marking.
"It is expected that Hue City will complete the exam marking work on July 13, in order to complete the work in time and be ready to announce the exam results at 8:00 a.m. on July 16 in accordance with the regulations of the Ministry of Education and Training," said Mr. Nguyen Tan.
Practical exam joint
According to the leader of Nghe An Department of Education and Training, although the locality did not merge with the province, but implemented a 2-level administrative apparatus, the Department of Education and Training Inspectorate has been transferred to the Provincial Inspectorate. Therefore, the work of checking and inspecting exam marking is carried out with a clear division of functions and roles. Thereby contributing to helping the exam marking council work effectively, in accordance with procedures and regulations and ensuring fairness, accuracy and objectivity for candidates.
After the merger, Phu Tho province has about 47,000 candidates. Mr. Nguyen Phu Son - Deputy Director of the Department of Education and Training said that when operating the new administrative unit, the exam marking organization plan of Phu Tho province is: Establishing 3 clusters (3 sub-committees) to mark exams based on on-site facilities, on-site human resources, on-site logistics... The province continues to maintain the marking and re-examination departments as before.
The Phu Tho Department of Education and Training has made changes to the composition of the Examination Steering Committee. However, this does not affect the progress or quality of marking the candidates' exams. The Department also develops a detailed plan for individuals and groups to carry out the marking work according to the process and regulations.
Similarly, when operating the new administrative unit (from July 1), Ninh Binh province established 3 exam marking clusters on the basis of 3 old provinces: Ninh Binh, Nam Dinh, Ha Nam. Mr. Phan Thanh Cong - Director of the Department of Education and Training of Ninh Binh (before merging the 3 provinces of Ha Nam, Nam Dinh, Ninh Binh into Ninh Binh province) said that the province has mobilized enough servers and workstations to mark multiple-choice exams ensuring the configuration according to the regulations of the Ministry of Education and Training. At the same time, an independent system was built to mark multiple-choice exams for the 2018 General Education Program and the 2006 General Education Program according to regulations.
The exam marking area is secured, safe, has adequate fire prevention and fighting equipment, and is guarded by the police 24 hours a day. The exam marking area, the place for checking essay papers, and the place for storing essay papers are located close together. Candidates' exams are kept in a securely locked iron cabinet.
The room for storing exam papers, marking exam papers, checking and working of the Secretariat participating in the exam marking work has fire and explosion prevention equipment; security cameras monitor and record activities in the room continuously 24 hours a day; there is police protection and supervision continuously 24 hours a day. The camera system is not connected to the Internet, but is connected by wire to the display screen; there is a backup power supply; the camera data storage capacity is at least 21 days.
Anticipate occurrences
On June 13, 2025, the Ministry of Education and Training issued Official Dispatch 2999/BGDĐT-QLCL guiding the organization of the 2025 High School Graduation Exam in the context of reorganizing provincial-level administrative units; including the exam marking work (Official Dispatch 2999). Mr. Huynh Van Chuong - Director of the Department of Quality Management (Ministry of Education and Training) said that instead of waiting until July 1 to organize the exam marking, after the end of the exam invigilation, the local exam marking steering committees "got to work". Therefore, the exam marking activities took place as planned.
In reality, only senior managers make adjustments, while exam markers, teachers, etc. remain at the local level. “Therefore, exam marking has not changed at the professional level. Therefore, exam marking is still done seriously according to regulations,” Mr. Huynh Cong Chuong emphasized, adding that the Ministry of Education and Training has anticipated problems that may arise in exam marking when implementing a two-level local government.
Official dispatch 2999 provides detailed instructions for each step of the exam marking process. The Ministry's inspection team has worked with localities and received commitments to comply with regulations, mark exams seriously, and ensure the announcement of exam results to candidates on July 16. Accordingly, each exam marking session will have a summary to promptly detect any irregularities.
All are controlled, especially during the transition to the state of administrative unit arrangement and implementation of the 2-level government model. In that spirit, the inspection teams of the National Examination Steering Committee and the examination marking inspection team of the Ministry of Education and Training will conduct inspections of this work at the Examination Councils to enhance seriousness and objectivity.
Noting the exam marking stage in the context of administrative boundary merger and implementation of the 2-level government model, Minister of Education and Training Nguyen Kim Son cited the example of the High School Graduation Exam taking place in the old Vinh Phuc province, but when marking (after July 1), it will be Phu Tho. Exams with more subjects and tests will be more complicated; therefore, there must be a specific plan.
The Minister acknowledged that this year's exam will be held in parallel for both students studying under the 2018 General Education Program and the 2006 General Education Program, so the questions and marking will be carefully calculated to ensure balance between the groups and admission blocks. Regarding the marking work, how the questions are set, there will be a corresponding marking plan.
Regarding exam marking, the Ministry of Education and Training requires provinces and centrally-run cities to strictly and seriously implement the process of marking essay and multiple-choice exams and reviewing exam papers to ensure compliance with regulations.
Strengthening the information technology infrastructure to ensure that the announcement of exam results at 8:00 a.m. on July 16 absolutely does not cause network congestion. The inspection teams of the National Examination Steering Committee and the Ministry of Education and Training's examination marking inspection team will inspect the marking work at all examination councils throughout the duration of this activity to enhance the seriousness of the marking work.
