
Based on the provisions of law, the City People's Committee has reviewed and submitted to the City People's Council a proposal to approve the List of land areas planned to implement the pilot project in Hanoi (phase 2) according to Resolution No. 171/2024/QH15 dated November 30, 2024 of the National Assembly as necessary.
After receiving the dossier, the Economic - Budget Committee of the City People's Council conducted an examination, stating 7 contents that need to be clarified, including supplementing the legal basis related to national defense and security land, reviewing the scope and criteria of some land plots, and eliminating land plots that have not had a unified opinion or have overlapping proposals from many organizations.
Based on the submission and explanatory reports of the City People's Committee, the City People's Council unanimously approved a list of 150 land plots with a total area of 690.1 hectares, instead of 155 land plots as originally submitted.
Specifically, 5 land plots have been removed from the list, including 3 land plots that are not eligible for approval this time due to issues related to documents and criteria: Five Star Ha Dong Commercial, Office and Housing Complex Project; Housing project for senior leaders of the Central Party Committee; Xuan Thanh housing project.
Two land plots were eliminated due to overlapping with the list of 148 projects approved by the People's Council at the previous session: Land plot for the implementation of the Harizon Land Hoang Mai housing area; Land plot for the Hoang Mai housing project.
The City People's Council assigns the City People's Committee to be responsible for the accuracy of records, documents, data and contents related to the land plots proposed for pilot project implementation, the consistency between records and the field; to be fully responsible before the law and the City People's Council for selecting projects that have fully ensured legal regulations to be included in the List of land plots expected to implement pilot projects.
Only organize project implementation when ensuring full compliance with the provisions of the laws on land, investment, housing, construction, planning and other relevant laws; implement projects to ensure publicity, transparency, and population capacity in accordance with the adjustment of the general planning under the direction of the Prime Minister ; promptly resolve difficulties and problems, and at the same time handle violations (if any) according to regulations, not allowing complicated complaints to occur that cause social disorder...
