Mr. Huynh Van Chuong, Director of the Department of Quality Management (Ministry of Education and Training), said that the 2025 high school graduation exam has new points compared to previous exams. Specifically, the exam for the exam from 2025 will not only test knowledge but also focus more on assessing the ability to apply knowledge in practice. Accordingly, there will be many questions built from real-life situations in life, science , and society, helping candidates clearly see the connection between the knowledge learned and the world around them.

The results of the high school graduation exam are used for many different purposes, including recognition of high school graduation, re-evaluation of the teaching and learning process, and for universities and vocational training institutions to use for admission in the spirit of autonomy. Therefore, the exam will be designed to clearly differentiate between groups of candidates.
A notable new point is that the literature subject will use non-textbook materials when constructing the exam. This helps assess students' ability to read, understand and perceive texts in real-life situations, avoiding rote learning or mechanical memorization. Materials can include paragraphs, poems, or situations related to current events and social life.
Associate Professor Do Ngoc Thong, Editor of the 2018 General Education Literature Program, shared that the time for the literature test is not much, so the test cannot require candidates to write very long. The language in the test is usually not too long, not too difficult, so candidates are required to write clearly, appropriate to the level, the students and the time for writing.
Reduce the probability of getting points due to random selection
According to Mr. Huynh Van Chuong, using high school graduation results for admission is one of the three criteria of the high school graduation exam with the desire to reduce costs, reduce pressure and increase fairness between students in different regions across the country. To better implement this goal in the spirit of Resolution 29 of the Central Committee, Resolution 88 of the National Assembly and resolutions, directions and directives of the Government and the Prime Minister, the exam results must be reliable enough and differentiated for admission purposes. Accordingly, the high school graduation exam from 2025 has had some important changes.

Specifically, the change in the structure format is to better suit the assessment of learners' abilities. At the same time, the new structure format also contributes to increasing the differentiation of the test, especially the new formats of true/false and short answer.
The 2025 exam distributes the ratio of questions at the levels of knowledge, understanding, and application as 4:3:3. It can be seen that with a knowledge and understanding ratio of about 70%, it will lean towards the goal of graduation, while a comprehension and application ratio of about 60% will have a good differentiation effect for admission purposes.
Another major change is the format of the high school graduation exam. Mr. Nguyen Ngoc Ha, Deputy Director of the Department of Quality Management (Ministry of Education and Training), said that in the multiple-choice exam subjects, the math test has a time limit of 90 minutes, the remaining subjects have a time limit of 50 minutes. With the new exam format, the questions for the multiple-choice exam are divided into 3 parts, in which part 1 includes multiple-choice questions, with 4 options to choose one correct answer, each correct answer the candidate gets 0.25 points. Part 2 includes questions in the true/false test format. Each question has 4 ideas, at each idea the candidate chooses true or false. The candidate chooses one idea correctly in a question and gets 0.1 point; chooses two ideas correctly in a question and gets 0.25 points; chooses 3 ideas correctly in a question and gets 0.5 points; chooses all 4 ideas correctly in a question and gets 1 point.
More than 99% of candidates completed registration procedures for the exam yesterday.

Part 3 consists of multiple-choice questions with short answers. Candidates fill in the boxes corresponding to their answers. For math, in part 3, each correct answer is worth 0.5 points. For other subjects, in this part, each correct answer is worth 0.25 points. "With the new exam format structure, the probability of getting a randomly selected score is reduced from 2.5 points to 1.975 points for math, and to 2.35 points for the remaining multiple-choice subjects," said Mr. Ha.
The differentiation will be based on two factors, Mr. Ha analyzed: the first is about technique, specifically the exam format with true/false multiple choice questions, short answer multiple choice questions with different score levels for the answers, reducing the probability, the same questions but requiring candidates to have a good, comprehensive knowledge base to be able to achieve the maximum score. The test results on tens of thousands of students have confirmed that. The second is that the questions aim to assess candidates' capacity, the ability to apply knowledge to solve practical problems, not difficult questions that are riddles. This knowledge is linked to the program, the requirements that need to be achieved.

For the first time, an exam room has many different subjects at the same time.
Perhaps in the history of examinations, there has never been a time when many different subjects were tested at the same time, and even less so in the same examination room but candidates took different tests. However, this year's exam will only be held in 3 sessions, especially the 3rd session for elective subjects, there is only 1 session but each candidate will take 2 subjects. Therefore, the Ministry of Education and Training divided it into 2 exam shifts, each exam shift can have all elective subjects to optimize according to the candidate's choice. The arrangement of exam rooms is done according to the elective exam. In the elective exam session, all candidates who registered for that subject in the exam room must take the exam immediately. Each exam shift of the elective exam session in 1 exam room can take many different subjects at the same time. For example, physics will be tested in both shifts corresponding to 2 time slots in an exam session.
Mr. Huynh Van Chuong said that for the convenience of the candidates, the candidates are arranged in one room, and do not have to move around during the exam sessions even though one subject is tested at two different time slots. To ensure security, instead of only 24 test codes, it will be increased to 48 test codes, 24 codes/time slot. In addition, the exam papers will be collected by room, not by subject during the elective exam session.
Mr. Chuong also said that because the exam rooms are arranged to optimize the candidates' elective subjects, according to a preliminary summary, each room will mainly test 1 subject, but there are some rooms that test 2-3 subjects at the same time, more than 3 subjects are very rare but still possible.
"These complex difficulties will only be at the management level and in the education sector, but for TS, all methods will be implemented to ensure more convenience and ease than in previous years," said Mr. Chuong.
Mr. Chuong noted that when taking the optional exam, candidates must be present at the exam site from the beginning of the session and can only leave the exam site when the optional exam time is over (both optional exams are finished).
99.16% of candidates completed exam procedures
According to the Ministry of Education and Training, on the afternoon of June 25, the total number of candidates coming to complete exam procedures was 1,152,336, reaching a rate of 99.16%. Of which, candidates taking the exam under the 2006 General Education Program had 22,140 candidates, reaching a rate of 88.73%. The 2018 General Education Program had 1,130,196 candidates, reaching a rate of 99.54%.
Yen Bai - some places flooded, prepare backup exam locations
In recent days, the flood situation in Yen Bai province has been complicated, causing landslides and flooding in some localities. The road from some villages of the commune to the high school graduation exam sites has been eroded and muddy, making it difficult for candidates to move. On the afternoon of June 25, the People's Committee of Yen Bai province issued a document directing competent agencies to strengthen disaster response during the 2025 high school graduation exam. Accordingly, backup exam sites and exam rooms are ready in case the main exam site is affected by natural disasters.
