Comprehensive socio-economic development results
In the first 6 months of the year, in the context of difficulties following difficulties, challenges following challenges, the whole system has made great efforts, determination, steadfastness in its goals, courage in implementing work, responding promptly and effectively to the situation, thereby achieving quite comprehensive socio-economic development results, high growth, "going against the trend" of the world economic downturn.
In particular, state budget revenue, FDI attraction, export, enterprise development, business households... achieved many outstanding highlights; achieved goals, met the requirements of the institutional revolution, rearranged the structure, organization, apparatus, and government system, implemented 3 strategic breakthroughs; negotiated trade with the United States and international integration.
On July 2, the two negotiating delegations of Vietnam and the United States agreed on the Vietnam-US Joint Statement on the framework of a reciprocal, fair and balanced trade agreement. At the same time, General Secretary To Lam had a phone call with US President Donald Trump, affirming the comprehensive strategic partnership between the two countries and continuing to discuss a number of major directions and measures to promote cooperation in various fields, especially key and breakthrough areas such as high technology and science .
"This is an important result in negotiations, creating trust and expectations for businesses," Minister Nguyen Van Thang affirmed.
Regarding specific results, the processing and manufacturing industry in the second quarter increased by 10.65% over the same period, and 10% in the first 6 months, reaching the set scenario and being one of the few years with double-digit growth in the first 6 months since 2011. Exports in the first 6 months increased by 14.4%, with an estimated trade surplus of 7.63 billion USD. Total retail sales of goods and consumer service revenue in the second quarter increased by 9% over the same period, and 9.3% in the first 6 months; international tourists in the first 6 months reached nearly 10.7 million, up 20.7% over the same period.
In addition, total social investment capital in the second quarter increased by 10.5% over the same period, and 9.8% in the first 6 months; total registered FDI capital in the first 6 months reached over 21.5 billion USD, up 32.6% over the same period (highest since 2009), realized FDI capital reached over 11.7 billion USD, up 8.1%. The number of enterprises entering and re-entering the market in the first 6 months reached 152.7 thousand enterprises, 20% higher than the number of enterprises withdrawing from the market (127.2 thousand enterprises).
In particular, in June alone, the number of newly registered enterprises reached nearly 24,400, the highest ever, with a total registered capital of nearly 177 trillion VND, up 60.5% and 21.2% respectively over the same period; nearly 14,400 enterprises returned to operation, up 91.05%; over 124,300 newly established business households, up 118.4%... In the first 6 months, the total registered capital added to the economy reached nearly 2.8 million billion VND, up 89.03% over the same period.
Areas such as culture, society, social security, education, science and technology continue to be focused on; National defense, security, social order and safety are maintained; Foreign affairs and international integration continue to be actively implemented; The revolution in organizational apparatus, administrative unit arrangement and construction of 2-level local government has basically achieved its goals.
On June 30, all 34 localities simultaneously held a ceremony to announce the Resolutions and decisions of the Central and local governments on the arrangement of administrative units and the establishment of provincial party committees and local leadership personnel so that the two-level local government apparatus can officially operate from July 1, 2025.
"This is a moment marking a new development stage of the state administrative apparatus, perfecting the institutions and organization of the political system to be synchronous, streamlined, effective and efficient," Minister Nguyen Van Thang commented, adding that the trust and pride of the people and business community have been raised, creating a new momentum to bring the country into a new era of development under the leadership of the Party.
However, in the coming time, the economy is forecast to continue to face more challenges; requiring all levels, sectors and localities to be more proactive, drastic and close to complete the assigned tasks.
The Ministry of Finance also analyzed a number of difficulties and challenges such as: The 2025 growth target still has many challenges; the macro economy is still under a lot of pressure, especially in the management of exchange rates and interest rates; Institutional and legal perfection has been directed, but there are still problems, not keeping up with development requirements; The lives of a part of the people and workers are still difficult...

Things to focus on in July and Quarter III
Also at the meeting, Minister Nguyen Van Thang proposed key tasks and solutions that need to be focused on immediately in July and the third quarter.
Firstly, urgently submit to the Government for promulgation and effective implementation of detailed regulations and instructions for the implementation of the Laws and Resolutions passed by the National Assembly at the 9th Session.
Second, closely monitor the activities of the two-level government, the implementation of regulations on decentralization, delegation of power, and division of authority to promptly guide and completely remove local obstacles, ensure synchronization and connectivity in handling administrative procedures, and smoothly carry out work under the authority of the two levels.
Third, continue to promote exports and develop harmonious and sustainable trade with other countries.
Fourth, continuously improve institutions and laws, and improve the investment and business environment.
Fifth, promote traditional growth drivers of investment and domestic consumption and develop new growth drivers.
Sixth, regarding maintaining macroeconomic stability, the State Bank operates appropriate monetary policy tools, interest rates, and exchange rates to support production and business, meeting the economy's capital needs; maintaining stability in the monetary and foreign exchange markets. The Ministry of Finance strengthens revenue management, promotes digital transformation, and modernizes tax and customs management; strives to increase state budget revenue by 15% in 2025 compared to the estimate, with the mobilization rate to the state budget at about 16% of GDP; strives to save an additional 10% of the regular expenditure estimate in the last months of the year to invest in building boarding schools for students in remote, isolated, border, and island areas; ensures resources for political tasks and urgent spending tasks...
Ministries, agencies and localities closely monitor price fluctuations of essential goods under their management, promptly take appropriate solutions to manage and control prices, ensure market stability, and prevent speculation and price manipulation...
Seventh, continue to focus on cultural and social development, disaster prevention, and environmental protection./.
