Units focus on promoting electrical safety and fire prevention in markets and shopping centers.
This activity aims to strictly implement the direction of Vietnam Electricity Group (EVN), contributing to raising public awareness and preventing the risk of fire and explosion due to unsafe use of electricity, especially in the context of severe hot weather and high load on a large scale.
Multi-channel communication, widely disseminated to the community
According to statistics from authorities, one of the main causes of fires and explosions causing great damage to people and property is due to the limited awareness of complying with regulations on fire prevention and fighting, safety in using electricity, as well as the use of unsafe electrical systems and equipment by people and owners of production and business establishments...
Realizing this, EVNCPC always identifies the propaganda of electrical safety and fire prevention for electricity users, especially for production, business and household activities, as the top priority task; the goal is to prevent power grid incidents and minimize electrical accidents among the people.
Specifically, from the beginning of 2025, implementing EVN's directive documents on strengthening inspection, guidance, and propaganda on safe electricity use to ensure fire and explosion prevention at facilities and households, EVNCPC has issued specific plans and given strong instructions to member power companies.
EVNCPC requires member units to proactively coordinate closely with local authorities, police agencies, especially the Fire Prevention and Rescue Police force, and has conducted 12,002 direct inspections and propaganda at establishments and households, a significant increase compared to the same period last year. The key subjects of inspection are locations with high risk of fire and explosion such as: markets, shopping malls, restaurants, karaoke, motels, rental rooms, apartments, houses combined with production, schools, hospitals, production facilities - factories...
Not stopping at inspection work, the units have focused on extensive propaganda to each group of electricity users. Communication forms are deployed flexibly, multi-channel and suitable to local conditions.
In the first 6 months of 2025, 81,380 leaflets and 3,992 handbooks and manuals on safe electricity use were widely distributed to households and production and business establishments; 1,261,819 times of accessing propaganda information through digital platforms such as: EVNCPC website, Facebook fanpage, customer care app, information on newspapers and television; 85 billboards, banners, posters were hung on roads and residential areas to create visual effects; 108 meetings and propaganda conferences were organized with the participation of representatives of local authorities, police, residential groups and electricity industry staff.
In particular, since September 2024, EVNCPC has integrated the "Safety in using electricity" section on the customer care app and website. The content here is designed to be easy to understand, vivid and regularly updated, helping people easily access useful knowledge with just a few operations on the phone.
"EVNCPC identifies the propaganda and inspection of electrical safety as a key task that needs to be carried out regularly, continuously and proactively. This is not only the responsibility of the electricity industry, but also an issue directly related to the safety of people's lives and property. EVNCPC is committed to accompanying local authorities, closely coordinating with functional forces to improve the effectiveness of fire prevention and fighting in the community in the coming time; in particular, changing the way of communication from passive to active, from one-way to interactive. We hope that every customer can access electrical safety knowledge right on their mobile devices. That is the direction that EVNCPC will continue to develop in the coming time", said Mr. Nguyen Huu Khanh, Deputy General Director of EVNCPC.
Check, guide and propagate safe use of electricity to ensure fire and explosion prevention at automobile manufacturing and repair facilities.
In addition to communication and direct inspection, EVNCPC has applied software to warn of abnormal output, early detection of potential short circuits after the meter that can cause fire or explosion. As soon as there are signs of abnormality, the system will automatically send warnings to customers via text message, email, zalo, and notify the local power company for coordination in handling.
In addition, the list of high-risk enterprises and establishments is also compiled and updated regularly to send propaganda documents and include in the periodic inspection plan. EVNCPC also requires units to strengthen coordination between the Trade Union and the Youth Union to strongly deploy internal communications, raise awareness for employees and their families, contributing to spreading awareness to the community.
Proposing a mechanism to allow the establishment of an interdisciplinary inspection team
According to EVNCPC, despite many positive results, there are still many difficulties in the implementation process. Specifically, in boarding houses and small rental households, it is very difficult to approach the landlord because customers are often away from home. In remote areas, the proportion of ethnic minority households is still high, and economic difficulties make it difficult to replace damaged wires or repair the electrical system in a timely manner.
Some localities have not really been proactive in coordinating to establish interdisciplinary inspection teams, reducing the effectiveness of inspections. Staff of the grassroots electricity sector have to take on many tasks, while the volume of facilities that need to be inspected and propagated is too large. In addition, the electricity sector can only propagate and guide, there is no legal basis to force customers to fix problems behind the meter. This is also a major bottleneck in ensuring fire prevention and fighting safety.
From the implementation practice, in the coming time, EVNCPC also recommends that the Government, the Ministry of Industry and Trade and relevant agencies soon issue regulations and mechanisms to allow the establishment of an interdisciplinary inspection team on electrical safety and fire prevention and fighting. In which, the electricity unit is an official member, authorized to inspect, make records and propose measures to overcome electrical safety violations, thereby providing early warning measures, providing correct guidance and timely handling, helping people use electricity more safely.
With the motto "Electrical safety - Safety for the community", EVNCPC will continue to maintain, expand and innovate propaganda, inspection and guidance work in the last 6 months of 2025 and the following years. Electrical safety is not only the task of the electricity industry, but also the common responsibility of the whole society.
