The Constitution of the Socialist Republic of Vietnam is the most valuable legal document, reflecting the will and aspirations of the entire Party, people and army, and is also the political and legal foundation for the stability and sustainable development of the country. After more than a decade of implementing the 2013 Constitution, in response to the requirement of renewing the national governance model and streamlining the organization of the state apparatus to be streamlined, effective and efficient, the National Assembly has reviewed, amended and supplemented a number of important articles of this Constitution.

On June 16, 2025, at the 9th session, the 15th National Assembly passed Resolution No. 203/2025/QH15, amending and supplementing a number of articles of the 2013 Constitution. This is the result of a process of careful research, objective assessment of practice, and acceptance of opinions from agencies, organizations, experts, and the general public. The amendments are not only of a legislative technical nature, but also demonstrate a strategic vision in building a modern, democratic, and developed socialist rule-of-law state in Vietnam.
One of the important contents amended this time is to clarify the role of the Vietnam Fatherland Front as the center of the great national unity bloc. Along with that, the Constitution also more clearly recognizes the position and role of the Vietnam Trade Union, the organization representing workers in the period of developing a socialist-oriented market economy . Recognizing the right to submit draft laws and ordinances to socio-political organizations in accordance with their capacity and legal position also shows the expansion of political and legal space, encouraging the broad participation of social forces in the public policy-making process.
In particular, the breakthrough highlight in the 2025 revision is the reorganization of local government into a two-level model - provincial and communal levels; officially ending the operation of district-level administrative units from July 1, 2025. This regulation opens a period of profound reform in the organization of the state apparatus, reducing intermediate levels, enhancing the autonomy and operational capacity of local governments. This is considered a revolutionary step, clearly reflecting the innovative thinking in state governance, while realizing the policy of "streamlining, effectiveness, and efficiency" of the political system.
The book “The 2013 Constitution of the Socialist Republic of Vietnam (amended and supplemented in 2025)”, published by the Truth National Political Publishing House, is an official publication that consolidates the entire original content of the 2013 Constitution and the amendments and supplements by Resolution No. 203/2025/QH15. The two books published by the Truth National Political Publishing House are direct tools to contribute to raising legal awareness, strengthening trust in the system and enhancing discipline and order in the organization of public service implementation.
