In the first months of 2025, the international and regional context continued to have many complicated developments, Quang Ninh faced difficulties and challenges, and a number of problems arose beyond forecast. However, seaport and logistics activities in the province still maintained growth momentum. Specifically, ports in the province welcomed nearly 77,500 ships of all kinds, an increase of 3.12% over the same period in 2024; cargo output reached a fairly high level of more than 82 million tons, an increase of 9.72% over the same period.
The main items that increased sharply were imported goods, strategic items such as coal, petroleum, machinery and equipment, and agricultural products to serve market demand, ensuring energy security, food security, etc. For container goods, although the output is low, they are still regularly present at CICT Cai Lan Port and some small ports. As for sea passenger transport, thanks to the attention to promoting and implementing many innovative policies, creating favorable conditions for attracting cruise ship passengers to Vietnam, such as: Promoting administrative reform at seaports; reducing port fees for ships entering Vietnam; opening some new points for foreign visitors to visit and travel, etc. Therefore, in the first 6 months of 2025, the province still welcomed more than 86,000 visitors. In particular, many large shipping lines have identified Quang Ninh as an important "anchoring" point in the itinerary of their tours.
With the role of handling over 40% of the total volume of goods and passengers in the Northern region, in the first 6 months of 2025, Quang Ninh's seaport activities continued to maintain growth momentum, contributing significantly to the overall economic growth of the province. This is due to the fact that localities and agencies in the province have continuously mobilized and closely coordinated with port owners to effectively implement the work of attracting goods; promoting investment attraction, putting factories and workshops into operation soon; completing traffic infrastructure connecting industrial parks and economic zones with the seaport infrastructure system, contributing to creating favorable conditions for the circulation and transportation of goods...
In the context of global economic integration and the continuous development of international trade, improving the exploitation capacity at seaports plays a decisive role in competitiveness and the ability to meet the increasing demands of modern supply chains... From that perspective, Quang Ninh Maritime Port Authority has increased the application and effective implementation of software, such as: Ship procedures, electronic receipts, ship tracking, anchorage arrangement, monitoring of pilot and tugboat activities... At the same time, making administrative procedures transparent through publicly posting, clearly, fully and accurately, procedures and instructions for handling procedures.
At the same time, perfect the organizational structure, assign specific tasks to each professional group and individual responsible for checking, cross-monitoring, and guiding the resolution of difficulties and obstacles for those carrying out procedures; actively maintain public ethics, implement a culture of behavior and communication in the spirit of "4 requests", "4 always" according to the direction of the Ministry of Construction, ensuring effectiveness and substance; periodically organize conferences to exchange, analyze, and evaluate the work of handling administrative procedures... Thereby, promptly detect shortcomings and problems for adjustment, contribute to eliminating unnecessary administrative procedures, build an effective, public, and transparent administrative procedure system in the maritime sector, creating maximum convenience for individuals and organizations to access and implement regulations, ensuring legitimate rights and interests.
The specific solutions have shown clear effectiveness. While previously, it took several hours to complete maritime procedures for ships, now the time to complete procedures for docking or leaving the port has been reduced to 15 minutes per ship. Ship owners who complete procedures for docking or leaving the port, instead of taking documents to each functional department, now only have to do so at the one-stop department of the Maritime Port Authority. Procedures and documents are declared on the Electronic Information Portal right during the process of arriving at the port. Based on the registration information, the port authority uses software to review, compare, and process information about records and documents of ships and crew members on the national information system and international data. From there, coordinate with specialized agencies to resolve procedures for ships.
The above core solutions have contributed to shortening the time, cutting down a series of cumbersome business conditions in declaring procedures for ships, while also ensuring that ships arrive or leave the port quickly, increasing the efficiency of ship exploitation, in line with the development trend of international maritime transport, and are highly appreciated by people and businesses. This has contributed significantly to enhancing the brand and reputation of Quang Ninh seaport, helping shippers and logistics enterprises to confidently and confidently bring goods to the province.
