Reviewing socio-economic development programs and policies for ethnic minority areas

On the afternoon of May 29, the National Assembly continued its discussion on the additional assessment of the results of the implementation of the socio -economic development plan and the State budget, along with many other important issues.

At the meeting, many delegates agreed with the Report on the supplementary assessment of the results of the implementation of the socio-economic development plan in 2023 and the implementation of the socio-economic development plan in 2024 of the Government . Especially the Government's guiding spirit of "5 determinations, 5 guarantees and 5 promotions" to complete the socio-economic development plan in 2024.

In addition to the results achieved and opinions discussed, many delegates also frankly mentioned issues that need attention from the practice of listening to opinions, recommendations, and thoughts of voters and people.

According to delegate Hoang Thi Doi (Son La), the work of hunger eradication and poverty reduction has made progress. However, through monitoring and understanding the living conditions of ethnic minorities, the delegate found that there are still many difficulties, and the work of poverty reduction is not really sustainable. The gap in living standards between ethnic minority areas and the general level of the whole country is "slowly narrowing" in difficult and extremely difficult areas. The delegate added that although the level of access toeducation , health and cultural services has been improved, it is still low compared to the general level. The shortage of residential land, production land and domestic water has not been completely resolved. Meanwhile, natural disasters and epidemics continue to develop in a complicated and unpredictable manner, causing damage and greatly affecting the economy and people's lives...

From the above situation, delegate Hoang Thi Doi suggested that the Government review and evaluate more closely the poverty reduction situation in ethnic minority and mountainous areas, especially provinces with large ethnic minority populations in the Northern midlands and mountainous areas and the Central Highlands.

"From there, continue to review, revise, supplement or replace socio-economic development programs and policies for ethnic minority and mountainous areas to ensure more consistency, synchronization and suitability," delegate Hoang Thi Doi emphasized.

Discussing at the meeting hall, delegate Tran Thi Hong Thanh (Ninh Binh) expressed her opinion that in order to accelerate economic recovery, in addition to the tasks and solutions the Government has stated in the report, the Government needs to pay special attention to implementing solutions to stimulate consumption, creating a clear change in consumer demand, both reasonable public spending and private consumption.

Presenting three solutions that need to be focused on, the Ninh Binh delegation suggested that currently, public debt safety indicators are low and safe. The National Assembly and the Government should continue to promptly consider policies to exempt, defer, and reduce taxes and fees for businesses and people similar to 2023. These include reducing VAT by 2% until the end of 2024, reducing registration fees for domestically produced cars, both to stimulate consumption and increase sales revenue, thereby increasing tax revenue.

Regarding the practice of thrift and anti-waste, delegate Tran Thi Thanh Huong (An Giang) suggested further promoting the rearrangement of public houses and land. In addition, there should be a plan to promptly overcome the situation of leaving offices and public welfare facilities abandoned and wasted in some localities.

Notably, delegate Thanh Huong mentioned the current difficulties and obstacles in financial mechanisms for press agencies. According to the delegate, the strong development of digital technology and social media on transnational platforms has posed many challenges and caused the revenue of press agencies to decline.

Based on the actual situation, delegate Tran Thi Thanh Huong proposed that the Government direct the Ministry of Information and Communications and relevant ministries and branches to promptly complete and issue Circulars regulating technical and economic norms in the press sector to ensure accuracy and completeness; amend regulations on the mechanism of ordering, bidding, and providing public services from the state budget for press agencies.

“It can be said that this is an urgent requirement and press agencies are looking forward to perfecting financial mechanism regulations every day and every hour to create conditions for the Vietnamese press to develop more and more, in line with modern media trends, contributing to the successful completion of political tasks and becoming an essential means of information for social life,” delegate Tran Thi Thanh Huong discussed.
