Proactively control the area
Immediately after the merger, the police force of 54 communes, wards and special zones proactively deployed measures to ensure security and order in the area; advised local Party committees and authorities to mobilize forces to organize and handle violations of urban order, traffic safety and environmental sanitation.
In Ha An ward, from July 1st to now, the ward police have organized 12 closed night patrols with the participation of nearly 40 officers and soldiers, in coordination with grassroots security forces.
Patrols are carried out continuously from 7:30 p.m. to 1 a.m. the following morning, focusing on inter-regional routes, provincial road 331B and border areas - places with high risk of violations such as gathering to cause disturbances, theft, violation of public order, possession of weapons, explosives or illegal use of drugs.
Through patrols, the police force promptly detected, warned and dispersed 3 groups of young people gathering after 11pm, causing disturbances to public order and safety. At the same time, they also deterred 4 subjects under professional management. In addition, the task force also disseminated and reminded 8 households about protecting their property, and inspected the security of 2 businesses to strengthen the security force at the facility.
Captain Nguyen Van Duong, Head of Ha An Ward Police, emphasized: Clearly identifying the first days after the merger is a key time, if lax, it will create loopholes for criminals to take advantage of. Therefore, the unit will maintain regular night patrols combined with administrative inspections and residence control to maintain security and order throughout the area.
In Hong Gai ward, the ward police have focused on inspecting areas with complicated urban order such as Ha Long I and II markets; inspecting and handling acts of encroachment on the roadway and sidewalk, illegal parking... From July 1st to now, the ward police have deployed 40 patrols to ensure traffic safety and order, coordinated with the ward's urban order force to patrol 7 times, propagandized and reminded 5 water carts on the roadway and sidewalk, 8 shops encroaching on the sidewalk, and required vehicle owners and establishments to commit not to repeat the incident.
In the coming time, the police of communes, wards and special zones across the province will continue to strengthen the inspection and handling of violations of traffic safety and urban order, closely coordinate with mass organizations and residential areas to do a good job of propaganda, raising awareness and responsibility of each citizen. At the same time, promote the application of IT in monitoring and handling violations, promote the role of self-management teams, community cameras and the active participation of the people.
Continue to clean up population data, linked to crime prevention
Not only direct security control, residence management and population data cleaning are key tasks that continue to be maintained regularly and continuously by the Provincial Police. This is an important step in the digital transformation process of the Police sector and is the foundation for local management activities, effectively implementing Plan No. 156/KH-CAT-PC06 dated April 29, 2025, on launching a general inspection and review of residence throughout the province.
The reduction of Quang Ninh province from 171 to 54 commune-level administrative units poses a great demand for updating locality codes and adjusting citizen information in the National Population Database and on the citizen identification system.
The large workload and tight deadlines, while ensuring accuracy and consistency across the entire system, have put considerable pressure on the police force, especially at the commune level. Many localities still lack specialized equipment and have limited professional staff, especially in remote communes and border areas.
In that context, to ensure that Plan No. 156/KH-CAT-PC06 dated April 29, 2025 is implemented effectively and on schedule, the administrative police force of the whole province has clearly defined the motto of action "doing and adjusting at the same time". In particular, focusing on increasing support and guidance for the grassroots police force, while continuing to complete the update of new locality codes according to the administrative units after the merger.
Uong Bi Ward is one of the central urban areas in the West of the province, with a high urbanization rate, attracting a large number of people from other places to live, study and work. In these days, Uong Bi Ward Police have organized inspections and screenings of residence in new urban areas and apartment buildings in the area.
In these places, the local police force has proactively coordinated closely with the Apartment Management Board and the head of the residential group to review and make a list of each household and each person, classify permanent, temporary, temporary, rental households, etc., organize inspections and verify information of new citizens coming to temporarily reside in order to strictly manage and promptly detect subjects with suspicious signs and manifestations related to security and order, wanted and sought subjects, and fugitive criminals, contributing to ensuring absolute safety before, during and after the Party Congresses at all levels and the Congress of Delegates of the Uong Bi Ward Party Committee, term I, 2025-2030.
During the inspection process, the police force combined propaganda and education for citizens to strictly comply with the Law on Residence and the Law on Citizen Identification, proactively reviewed, edited, and supplemented information for citizens on the national population database system, ensuring that the data was "correct, sufficient, clean, and alive", effectively serving the management and reform of administrative procedures. At the same time, they guided people living in apartment buildings and new urban areas to connect and interact with zalo groups and legal propaganda fanpages of the ward police force to regularly exchange and notify information related to residential activities, security and order situation in the area, methods and tricks of the subjects, in order to ensure security and order in apartment buildings and new urban areas in particular and in Uong Bi ward in general.
Not only cleaning up population data, the police force also simultaneously deployed the peak of "90 days and nights cleaning up marriage data" with the coordination of the Department of Justice, People's Court and related units to ensure consistency between data systems.
Captain Vi Manh Cuong, Quang Ha Commune Police, said: Right in the first days after operating under the new organizational model, the commune police commander assigned each officer to be in charge of each area, coordinating with the grassroots security force to continue checking and reviewing the residence of all households in the area, especially citizens with changes in marital information. This is extremely important, serving the change of citizens' residence information due to adjustments in administrative boundaries. This is also an indispensable foundation in state management of security and order.
Mr. Dinh Cong Trinh, Hoang Hoa Tham street, Quang Ha commune, said: "The police comrades are very active in ensuring the safety of the area, at the same time Propaganda and reminders for people to strictly comply with the provisions of the law, so our people are very secure and confident in the new model."
From the proactiveness of the commune-level police in controlling the situation immediately after the merger, the guidance and smooth coordination of professional units, the Quang Ninh Police force is gradually affirming its leading role in maintaining peace from the grassroots, stabilizing the area after the merger and building a modern, effective administration to serve the people better and better.
