Sustainable forest management, use and development

In the context of climate change and increasing pressure on natural resource exploitation, Quang Ninh has proactively implemented a series of solutions to improve the management, use and sustainable development of forests, contributing to ensuring the goal of socio-economic growth, while strictly protecting the biodiversity and environmental functions of forest ecosystems.

The process of monitoring, managing, using and developing forests has been systematically implemented by the sectors and localities of Quang Ninh . In the first 6 months of 2025, the area of ​​concentrated forest plantation in the whole province reached 27,438.9 hectares, exceeding the plan by 4.2%. In particular, the area of ​​​​lim, giổi, and lát plantation reached 180.1 hectares, demonstrating the efforts of localities to mobilize resources and techniques for planting large timber forests.

In addition, a series of high - value forest products such as planted forest wood, pine resin, star anise, cinnamon bark and cassia seeds all exceeded the plan. The output of exploited planted forest wood reached 875,365m³, an increase of 91.2% over the same period in 2024; harvested pine resin was over 450 tons, star anise was 465 tons, cinnamon bark was 2,757 tons... This is proof of the application of advanced exploitation technology and reasonable exploitation coordination, helping forest trees grow in the right cycle, avoiding falling during the rainy and stormy season. At the same time, the province has also liquidated 1,332.73 hectares of planted forests owned by the people that were damaged by storm No. 3 in 2024.

The forest protection contract program under the sustainable forestry development target project has been assigned to 32 units with a total area of ​​51,812.1 hectares of protective, special-use and production forests. The transfer of protection responsibilities to localities and economic organizations has contributed to creating a tight field monitoring network, minimizing violations of forestry laws.

At the same time, the work of converting forest use purposes always ensures the principles and conditions according to regulations. The Provincial People's Council issued Resolution No. 267/NQ-HDND dated April 28, 2025 approving the policy of converting forest use purposes to other purposes for 36 projects and works; of which 53.77 hectares are natural forests (including 49.67 hectares of planned protection forests, 4.1 hectares of planned production forests) and 229.546 hectares of planted forests planned production forests.

At the same time, the Provincial Forest Protection Department also appraised and submitted to the province for approval 2 dossiers of sustainable forest management plans. The strict appraisal process has contributed to balancing the needs of socio-economic development and the protection and production functions of forests. The Department also submitted to the Provincial People's Committee for consideration and decision to change the purpose of forest use to other purposes for 12 projects and works; and approved payment for replacement forest planting for 6 projects.

One of the important breakthroughs is the collection and disbursement of forest environmental service fees. In 2024, revenue from forest environmental services reached VND 5,340,897 thousand. This amount was advanced to forest owners VND 3,930,021 thousand and spent on management VND 31,766 thousand, creating financial incentives for the community to participate in forest protection and development.

Forestry tree seed management is also focused on. Up to now, the province has 206 outstanding trees, 0.06ha of seed gardens and 3ha of transformed seed forests, serving research and planting of major species such as pine, green lim, anise, cinnamon, green giổi, etc. Aware of the importance of improving the capacity of forest rangers and forest owners, the provincial Forest Protection Department has annually coordinated to organize many training courses on forest management, monitoring forest developments and techniques for planting large timber trees for officials and forest owners.

In the coming time, Quang Ninh aims to continue to improve the sustainable management mechanism, promote the application of technology in inventorying and monitoring forest changes, improve the efficiency of forest environmental services and diversify forestry seed sources. At the same time, strengthen inter-sectoral coordination, promote the role of forest owners and communities, in order to build Quang Ninh into a typical forestry development locality.
