Swimming class for students of Nobel Kindergarten, Primary and Secondary School (Dong Quang ward).
On the afternoon of April 12, 2025, a group of 10th grade students from Trieu Son 2 High School invited each other to go to the chromite mine in Tan Ninh commune to play soccer. After that, they invited each other to go to the lake to swim. The lake where they were swimming was created from chromite mining many years ago. Unfortunately, two students T. and D. were struggling in the deep lake, leading to drowning. Upon receiving the news, local authorities mobilized forces to search and retrieve the bodies of the two students.
Similarly, on the afternoon of March 27, 2025, two students, C. and H., from Cam Van Secondary School, went to the Ma River wharf to swim. While swimming, C. and H. both went missing in the river. After many days of searching, their families and local people found their bodies not far from the location of the drowning.
The above drowning incidents not only left pain for the families but also revealed many shortcomings in preventing and combating drowning accidents for children of all ages. According to statistics, from the beginning of January 2025 to May 25, 2025, there were 9 child drowning incidents in the province, killing 14 children. Of which, there was 1 traffic accident that killed 1 child; 8 drowning incidents, killing 13 children, accounting for 89% of the total number of child drowning incidents. Statistics show that more than 92% of children died from drowning. There are many reasons for this situation, but in general, it is because some wards and communes have not closely directed the inspection and supervision of the implementation of work to prevent and combat child drowning accidents. At the same time, communication activities on child drowning accidents have not been widely organized in each locality. Swimming lessons and water safety skills for children are still limited. The number of children in the province who are taught safe swimming and equipped with water safety skills is relatively small. On the other hand, schools and families are not closely monitoring students during the summer vacation.
To prevent child drowning and accidents, and ensure child safety, all levels and sectors of the province need to continue to effectively implement Plan No. 211/KH-UBND dated September 25, 2021 of the Provincial People's Committee on "Prevention and control of child drowning, period 2021-2025 and orientation to 2030 in Thanh Hoa province". Along with that is the active participation of political organizations, social organizations, businesses and individuals in localities and units to join hands in building a safe living environment for children. At the same time, promote communication, dissemination and education of laws on prevention and control of child drowning and accidents with diverse forms, practical and accessible content, in order to raise awareness and responsibility of all levels, sectors, families and the whole society in ensuring child safety.
In addition, from the province to the wards and communes, proactively organize training activities to improve capacity, knowledge and skills on child protection and prevention of child drowning for staff and collaborators working on children. Continue to maintain and expand the model of "Safe house for child drowning prevention", programs and projects on child drowning prevention sponsored by domestic and foreign organizations. It is also necessary to directeducational institutions in the province to strengthen the integration of life skills education, self-protection skills for children and students, especially knowledge and skills on preventing and combating child drowning, such as: traffic accidents, drowning, falling, ensuring suitability for each age and grade. At the same time, regularly organize extracurricular activities, effective internal communication, to raise awareness and practical skills on preventing and combating child drowning for students.
For communes and wards, review and make a list of areas and locations where drowning accidents often occur for children, such as: Drainage systems at construction sites, traffic works; beaches, swimming beaches, rivers, streams, ponds, lakes, deep and dangerous water areas and water storage works... On that basis, focus on implementing preventive measures, ensuring safety and preventing drowning accidents. The focus is on prioritizing funding sources for making barriers, warning signs, prohibition signs, warning signs, life buoys, and rescue. At the same time, arrange a permanent force to guard and organize quick rescue at locations with high risk of drowning accidents. Communes and wards also need to regularly inform and propagate to people about monitoring and instructing children about the risk of drowning accidents during the summer.
